About the Indiana Department of Environmental Management:

Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

 

Role Overview

The Environmental Manager 2 reviews applications from a wide range of industries and issues different level air permit approvals.  The Employee is responsible for drafting these approvals, which includes drafting conditions that are practically enforceable and assure compliance with state and federal air pollution laws and regulations. Must be detail-oriented, able to understand state and federal rules, and take pride in delivering high-quality work.


Salary Statement

The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.

 

Purpose of position/Summary

The purpose of this position is to perform those activities as necessary to help the Permit Review Section achieve its goals as they relate to the overall strategic goals and objectives of the Permits Branch. As such, this employee reviews applications for Air permit approvals which include MSOP, FESOP and Part 70 permits; and modifications, revisions and amendments to these permits. The employee is responsible for drafting these approvals, which includes drafting conditions that are practically enforceable and assure compliance with state and federal air pollution laws and regulations.

The employee also researches state and federal guidance related to permitting and state and federal air pollution laws and regulations. The employee works with minimal direct supervision and follows general instructions concerning purpose and desired results, through consultation with the supervisor as needed.

Essential Duties/Responsibilities

The essential functions of this roles are as follows:

  • Writes all levels of permit approvals expeditiously and with minimal error or guidance.  The permit documents must include conditions that are practically enforceable and assure compliance with state and federal air pollution laws.
  • Research state and federal guidance related to air pollution permitting and state and federal air pollution laws and regulations.
  • Coordinates with the Compliance and Enforcement Branch regarding monitoring, testing and enforcement.
  • Coordinates with the other Office of Air Quality programs on projects and activities related to monitoring and modeling.
  • Works closely with staff and management to foster a positive work environment, supportive of the agency mission and goals while promoting employee development.
  • Responds to inquiries from citizens, regulated communities, environmental groups, attorneys, engineers and government officials.
  • Attends public hearings and/or public meetings related to the permits drafted by the employee, as deemed necessary by the employee's supervisor.

What We Are Looking For:

You must meet the following requirements to be considered for employment:  

  • a Bachelor’s degree in Environmental Science, Environmental Policy, Chemistry, Biology, Geology, Public Health or a related field. 
  • at least two (2) years of experience in an environmental or environmental public health field. 

Related certifications and coursework may be considered for education or experience:

  • Broad knowledge of the environmental sciences as they relate to air pollution and its control.
  • Thorough knowledge of Federal and State laws, regulations, and policy guidance concerning air pollution permitting, control devices, and the Federal Clean Air Act.
  • Excellent research, writing, mathematics, and technical skills for preparing accurate, clear, and thorough air permit documents and associated calculations.
  • Ability to establish long and short-term project management goals and objectives, and to plan and coordinate varied and changing operations to achieve those goals.
  • Ability to issue quality permits with the established deadlines.
  • Ability to establish relationships with IDEM staff, U.S. Environmental Protection Agency staff, company representatives, consultants, and the public.
  • Effective communication, both orally and in writing.

Difficulty of Work:

You will use a broad span of existing technical data, complex laws, regulations, guidelines, and procedures to solve problems in an appropriate and effective manner. You will be required to conceptualize and initiate studies, formulate ideas, develop alternatives, make decisions, and make recommendations covering different situations depending upon guidelines which may be general and vague. You must adapt to new and continually changing directives which are received from federal and state agencies.  

Responsibility:

You will have the primary responsibility to know and apply a variety of state rules, federal regulations, guidance, and standard operating procedures.  You are responsible to properly assess a variety of situations and effectively address deficiencies and threats to both public health and the environment.  You must be able to converse with a variety of individuals in a firm and professional manner with the aim of achieving the goals of the agency.  You must be able to effectively communicate all findings and decisions in a concise, technically correct, and professional manner.

This individual will be expected to partner with agency personnel and related stakeholders working towards completion of assigned functions. Exceptional customer service is provided to agency partners and/or the general public.
Partnership with relevant public agencies, federal, state & local governments and/or community leaders may be required.

Physical Effort:

This role performs work in an environment where sitting for extended periods of time could be expected.
