 Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy.  We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance, and respond to incidents involving spills to soil or waters of the state.

 

 

Salary:

The salary for this position starts at $56,836.00 annually.

About the Job:

Environmental Engineer 2 works as an air enforcement case manager to ensure that regulated sources maintain compliance with state and federal laws, regulations, and standards and use the appropriate enforcement response to return non-compliant sources to compliance promptly.

A Day in the Life:

The essential functions of this role are as follows: 

  • Conduct enforcement activities to bring sources back into compliance;
  • Interpret state and federal laws and regulations governing air pollution and air pollution control;
  • Gather and review necessary evidence;
  • Recommend an appropriate enforcement action to address any noncompliance consistent with branch and office policies, guidance, and SOPs;
  • Draft/Issue Violation letters, Notices of Violation, Proposed Agreed Orders, and Commissioner's Orders;
  • Negotiate settlement of enforcement cases to resolve noncompliance by regulated entities;
  • Communicate and consult with IDEM staff, regulated entities, consultants, attorneys, associations, individuals, and community organizations to assist and resolve compliance and enforcement issues;
  • Coordinate with U.S.EPA and other groups including other federal and state agencies, local health and fire departments, and other local government agencies to address compliance and enforcement issues;
  • Enter and maintain data in appropriate compliance and enforcement databases;
  • Maintain broad knowledge of assigned areas of expertise including NSPS, MACT, NESHAPs, and the enforcement process;
  • Serve as a resource person for the branch in the assigned areas of expertise;
  • Conduct special studies and projects when necessary;

What You'll Need for Success:

This person must have the following requirements to be considered for employment: 

  • Excellent written and verbal communications skills;
  • Ability to comprehend and explain complex air pollution regulatory requirements;
  • Ability to work effectively as a team member;
  • Ability to perform professionally and make sound recommendations under stressful situations;
  • Ability to prepare documents for administrative and regulatory action;
  • Excellent research and writing skills for preparing accurate, precise, clear, and thorough enforcement documents;
  • Ability to effectively interact with parties with diverse levels of environmental expertise, particularly for purposes of meetings, hearings, and functioning as the lead negotiator for settlement of environmental noncompliance by regulated entities;

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
