About the Indiana Department of Revenue:

The Indiana Department of Revenue Agency & Business System Support Division. is responsible for providing service and support to Indiana Tax paying customers. The salary for this position traditionally starts at $70,122.00 but may be commensurate with education or work experience.



Position Overview:

The Business Systems Consultant – Senior works at the highest level of most phases of information systems analysis while considering the technical and/or business implications of the application of technology and/or improved processes to the current and future business environment.


This Business Systems Consultant – Senior position in BSS has a primary focus on our vendor certification process.  Working with the project managers, IT, and the Forms team to deliver the specifications for tax forms to our vendor partners and working with them each to answer questions and test their software as they develop.  This position will also focus on supporting our bulk SFTP and INTIME customers with their file transmissions to DOR, and other electronic filing exchanges that DOR receives from external customers and partners. 

This position requires a skilled and experienced professional with the ability to work with our vendor and tax practitioner partners to communicate requirements and test their submissions.  To understand individual and corporate taxes and be able to work with internal teams to ensure that changes to forms and schematics will be supported by our vendor partners. 

About the Job:

  • Work with CPA contractors to create test scripts required for vendor partners to use to test their software
  • Work with internal parties to ensure tax forms incorporate all necessary new items for the upcoming tax year and keep the vendor needs in mind as these are updated.
  • Work with all vendor partners to receive and test all paper and MEF submissions.  Tracking of all submissions is critical to comprehensive reporting of status and tracking of all vendors' readiness.
  • Act as backup for bulk SFTP and INTime filing customers support mailbox. 
  • Build positive and productive relationships with all vendor partners, treating all with trust and respect to foster collaboration and teamwork

A Day in the Life:

The essential functions of this role are as follows:

  • Promotes the utilization of technical services to resolve business issues within the enterprise, agency, program area, division, or product line.
  • May lead the re-engineering team and act as a project manager in some cases.
  • May participate in strategic planning processes for Information Technology Division, seeking opportunities to apply current and future service offerings to meet the needs of current and potential customers.
  • Develops technical standards and policies to meet the needs of customers, peers, and management.
  • Recommends and facilitates quality improvement efforts.
  • May train, guide, and advise lower-level Business Systems Consultants.
  • Formulates and defines system scopes and objectives through research and fact-finding combined with a basic understanding of user needs, business systems, and industry requirements.
  • Creates process change through the integration of new processes with existing ones and communication of changes to impacted Business Systems teams.
  • Establishes and maintains strategic partnerships with assigned customers to help them meet their business and technical needs.
  • Provides leadership in the development of strategic plans based on customer needs.
  • Analyzes business and user needs, documents requirements, devises new technical business system solutions, and translates them into proper system requirement specifications.
  • Devises or modifies procedures to solve problems considering telecommunications equipment and systems or computer equipment capacity and limitations, operating time, and form of desired results.
  • Facilitates the delivery of technical business solutions to customers.
  • Manages the expectations of customers, peers, vendors, and management.
  • Establishes contracts for the procurement of technical business solutions and products.

This role does not provide direct supervision to direct reports.
