This position serves an Ecology and Waterway and Permitting Specialist for the Indiana Department of Transportation (INDOT). The Specialist identifies ecological resources at INDOT project sites that are subject to regulation and secures permits from federal, state, and local regulatory agencies for impacts to these resources. The Specialist is a contact during design, construction and post-construction to maintain compliance with federal and state environmental laws.

Summary/Objective:

This position serves an Ecology and Waterway and Permitting Specialist for the Indiana Department of Transportation (INDOT). The Specialist identifies ecological resources at INDOT project sites that are subject to regulation and secures permits from federal, state, and local regulatory agencies for impacts to these resources. The Specialist is a contact during design, construction and post-construction to maintain compliance with federal and state environmental laws.

Essential Job Responsibilities:

The essential functions of this roles are as follows:

  • Review and conduct investigations of ecological and water resources at INDOT project sites including waters of the US determinations (to include wetland delineations, QHEI, and HHEI), threatened and endangered species, karst topography, and other ecological resources.
  • Determine the permits required for a project and coordinate with designers, project managers, and INDOT staff regarding resources and potential risks during project scoping, design, letting, and construction stages of a project.
  • Review permit applications, coordinate with designer regarding insufficiencies, submit permit applications, coordinate responses to agency requests for information, and process permits.
  • Analyze projects for resource avoidance and minimization opportunities and review and prepare mitigation and monitoring plans (to include site selection and design and coordination with regulatory agencies and property owners).
  • Manage wetland and stream mitigation sites through land stewardship practices including maintenance inspections, remediation recommendations, consultant oversight, and agency coordination.
  • Review and prepare post-construction mitigation monitoring reports for INDOT mitigation sites.
  • Visit project sites for permit compliance.
  • Coordinate responses to regulatory agency non-compliance letters and violations.

Preferred Experience:

Requirements:

  • Background knowledge of natural resources and environmental management topics such as waterways, wetlands, endangered, threatened and rare species and habitats, migratory birds, and karst topography.
  • Experience with the methods used to determine the quality and extent of the regulated resources through wetland delineations, waters of the US determinations, habitat surveys, and water quality and floristic assessment tools.
  • Knowledge of environmental regulatory agencies and related federal and state laws and regulations.
  • Exhibit attention to detail, writing, communication, editing, problem solving, and analytic skills.
  • Ability to form appropriate recommendations with consideration of potential impact on INDOT project budgets and schedules.
  • Ability to establish and maintain effective professional relationships with stakeholders.
  • Ability to work independently, anticipate problems and initiate corrective actions.
  • Familiarity with erosion and sediment control best management practices including their design and installation.
  • Understand the role of Environmental Services within INDOT

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
