About the Family & Social Services Administration:
The Office of Medicaid Policy and Planning (OMPP) is a division within the Family and Social Services Administration, which receives around 18 percent of the state's budget to ensure vital health care coverage to approximately 1 in 4 Hoosiers. Role Overview:
The Director of Pharmacy administers the state's pharmacy benefits for 1.9 million Medicaid members. You will coordinate population health strategies and integrate novel programmatic interventions that will help contain the cost of drugs and improve member health outcomes. You will manage the State's contracted Fee-for-Service Pharmacy Benefits Manager (PBM) as well as oversee the Managed Care Entities (MCEs) and their PBMs in the administration of the Medicaid pharmacy benefit. This position helps OMPP achieve its mission by effectively promoting population health improvements that have long-term cost-containment benefits, ensuring sustainability of the program and healthier lives for vulnerable Hoosiers.
Salary:

A Day in the Life:
The essential functions of this role are:
- Serve as chief clinical pharmacist and director for clinical outcomes.
- Represent the Medicaid Director and FSSA Secretary on pharmacy boards and committees.
- Identify key areas for quality initiatives and policy intervention through monitoring providers.
- Oversee pharmacy operations, including integration of managed care and fee-for-service pharmacy benefits.
- Serve as the senior executive responsible for pharmacy-related services, such as pharmacy benefit management, claims processing, preferred drug list management, rebate management, auditing, rate setting, audits, or any other services deemed necessary for the effective administration of the pharmacy benefits program.
- Coordinate focused quality improvement initiatives; organize and manage quality reporting on results. Develop ongoing operations reports, dashboards, and other tracking mechanisms to identify trends across all programs in population health.
- Assist and own other projects in support of the agency’s mission as assigned by the supervisor, division executives, and agency leadership.
- Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
- Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.
- Some essential functions of this position may be performed onsite at the agency’s worksite or other assigned worksites while some essential functions of this position may be eligible for work-from-home authorization per policy. Remote work authorization is not automatic and is dependent upon operational needs and agency approval.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
You must meet the following requirements to be considered for employment:
- Degree in Pharmacy from an accredited institution and possess an active Indiana Pharmacist license with no restrictions including active or pending investigations (or be able to obtain licensure within 120 days).
- Must have at least seven years of experience in a health insurance setting with progressive growth in responsibilities, program coordination/design, and supervision. Graduate education and training in healthcare administration, public health, or related fields preferred.
- Experience with drug formulary/Preferred Drug List development/execution and Drug Utilization Review is preferred.
- Possess competency in preventive care principles and practices; deep and pervasive knowledge of reporting and data analysis; ability to critically assess the effectiveness of programs, and identify interventions as needed to maintain or enhance quality and effectiveness of care.
- Must have experience in managing continuous quality improvement programs, benefits management administration, and implementing healthcare programs compliant with federal or industry standards.
- Extensive knowledge of all source materials and references, including federal and state laws governing
- Highly proficient in researching, compiling, synthesizing, and presenting complex recommendations in areas of policy and procedure; ability to analyze and predict effects of program changes on actual work operations.
- Ability to communicate effectively with a variety of audiences ranging from members of the public to agency leadership.
- Ability to delegate work, set clear direction, and manage workflow.
- Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
