Role Overview:
The Director of Healthcare Analytics and Strategy uses healthcare data to evaluate the performance of health benefit programs, identify effective benefits strategy, and make data driven recommendations. This position works closely with peer employers, experts in the healthcare space, and community partners to understand opportunities in the marketplace, analyze new trends, and provide this information to stakeholders. Responsibilities for this position include managing health care data, designing and producing reports, communicating outcomes to stakeholers, compliance with applicable laws, and overseeing the wellness/population health management programs.
Salary Statement:
The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.

A Day in the Life:
The essential functions of this role are as follows:
- Manages INSPD's healthcare data warehouse
- Establishes benefit data metrics for both internal and external stakeholders
- Publishes timely and meaningful reports to stakeholders on a regular basis
- Researchs, benchmarks & analyzes benefit plan designs available in the market
- Evaluates and compares existing benefits with those of other employers by analyzing other plans, surveys, and other sources of information
- Represents the State at benefit related forums and community meetings
- Develops partnerships with other similarly situated employers in the Indiana market
- Completes analysis of new market trends and vendors
- Develops and reviews strategic plan on a regular basis and integrate into program and policy plans
- Develops strategic goals and plans for INSPD wellness programs
- Drives employee engagement in wellness through strategic communications, incentives and utilizing data to identify opportunities
- Uses client feedback to evaluate delivery of service and improve the employee experience related to wellness
- Collaborates with wellness vendors to maximize wellness program potential
- Coordinates with the Benefit Consultant/Actuary on rate setting including providing and validating data, review of the calculations, assumptions and reconciling to prior year
- Ensures compliance with legal requirements
- Reviews and analyzes changes to state and federal laws pertaining to benefits and reports necessary or suggested changes to management
- Manages ACA Information Return (IRS Forms 1094-C/1095-C creation, distribution and filing
- Computes ACA required taxes and facilitating payments/filings
- Coordinates the procurement of benefit services including: developing request for proposals, coordinating with IDOA contract staff, serving on the evaluation team, estimating financial impact of each proposal, making a recommendation, contracting and implementation. Focus areas will include the data warehouse, population health management and wellness vendors
- Negotiates contracts with third party vendors in order to deliver comprehensive benefits plan while ensuring compliance with the goals and objectives of the State Personnel Department and Governor's Office
- Instructs vendors and other administrative agencies outside the State to effect change in benefit program
- Ensures vendor compliance and management of services against performance guarantees and service expectations

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

- Computer proficiency in Microsoft Word/Excel/Powerpoint; experience with Peoplefsoft HCM
- Broad knowledge of employment laws, wage and hour laws, tax regulations, COBRA, Workers Compensation, Unemployment Insurance, and FMLA
- Experience with Consumer Driven Health Plans preferred in order to enable a strong understanding of the data and trends
- Broad experience with enterprise systems, employee self-service and external benefit vendors
- Adept at multi-tasking in fast-pace environment. Self-starter; originates action and achieves goals
- Extensive knowledge of plan administration, PPACA and related pending regulations
- Strong facilitation, interpersonal skills, and the ability to build and sustain trust based relationships are required in order to work effectively with the team and other employees within the organization
- Advanced problem solving, mathematical, and analytical skills
- Strong attention to detail is required in order to ensure all work product is accurate, timely and efficiently provided
- Broad knowledge of benefits administration and analysis experience is required in order to successfully accomplish the outcomes for this position
- Ability to maintain a high degree of confidentiality in order to maintain the privacy of employee information and data
- Ability to analyze policies and procedures and be able to recommend improvements
