The salary for this position starts at $47,476/year but may be commensurate with education and experience.

About the Job

The Director of the Office of Public Health Performance Management (OPHPM) provides leadership and oversight to this office and intiatives that reflect the mission, vision and values of the agency and that touch a broad spectrum of ISDH programs and employees.  The Director has oversight of public health accreditation, State Health Assessment/State Health Improvement Plan, agency plans (strategic plan, quality improvement plan, workforce development plan) and all division metric reporting to the Governor's Office of Management and Budget.  The Director has fiscal responsibility for the OPHPM objectivies within the Public Health Block Grant.

A Day in the Life
  • Oversee the development and attainment of department goals and priorities
  • Supervise and manage department staff of 4 employees and contractors
  • Initiate procedures, administer and manage all purchasing and procurement activities for the department
  • Monitor contracts and grant agreements; track and monitor expenditures
  • Collaborate with other agencies and organizations to improve the effectiveness and availability of Office of Public Health Performance Management resources
  • Participate in the preparation of state and federal funding applications and associated budgets to reach program goals and objectives
  • Serve as liaison between the Office of Public Health Performance Management and other state, federal, local, and community based agencies
  • Educate both internal and external partners about quality improvement and performance management
  • Collaborate with ISDH staff on Public Health Accreditation activities within the ISDH and support accreditation activities and projects.
  • Represent ISDH and state of Indiana on agency performance management and improvement
  • Participate in strategic planning activities, including development of board meetings and activities
  • Actively contribute to the advancement of the organization and its mission through the agency strategic plan, quality improvement plan, and workforce development plan
What You'll Need For Success:
  • Extensive ability to coordinate, manage, supervise, and motivate a diverse staff to support optimal performance
  • Broad knowledge of public health theories, principals, practices, and strategies
  • Excellent ability to facilitate meetings Broad knowledge of public health theories, principles, practices and strategies
  • Extensive knowledge of the practice and procedure of governmental budgeting and contracting
  • Excellent ability to correlate, analyze, and interpret technical materials as they relate to program initiatives
  • Ability to plan, research and initiate effective solutions to management problems
  • Ability to coordinate and maintain effective working relationship with other local, state, and federal agency staff, community advocates, and volunteers
  • Ability to handle and manage rapid change and fluid situations
  • Excellent ability to communicate verbally and in writing
  • Ability to establish and maintain effective working relationships with agency staff, local health department staff, and various key stakeholders, community partners, and employers
  • Strong understanding of community based programming
  • Demonstrated organizational skills
  • Considerable experience with government grants and contracts
  • Proven research and analysis abilities
  • Excellent organizational and teamwork skills


Supervisory Responsibilities/Direct Reports:
This role provides direct supervision for one or more staff members.
