About Indiana Geographic Information Office (IGIO):

 

The IGIO facilitates the development, maintenance, distribution, and use of comprehensive statewide geographic data and geospatial technology to empower governments, universities, and businesses to address issues affecting Indiana’s physical, economic, and social well-being.  We:

  • Coordinate geospatial efforts between and among units of the federal, state, and local governments.
  • Integrate GIS data developed and maintained by state agencies and political subdivisions into a statewide base map.
  • Develop and maintain statewide framework data layers associated with a statewide base map (orthoimagery, elevation, cadastre/parcels, PLSS, geodetic controls, addresses, street centerlines, government boundaries, and many more
  • Provide public access to GIS data and framework data in locations throughout Indiana.

 

Role Overview:

 

The Indiana Geographic Information Office seeks a seasoned Geographic Information Systems (GIS) professional for a leadership position in the Geographic Information Office (GIO). The Deputy GIO for Programs and Outreach will oversee a team of GIS Program Analysts and Specialists who act as the central point of contact with customers (agencies, local, and federal government), IOT/GIS, IOT Server Admins, project team members and outside vendors as directed by the Indiana Geographic Information Officer. Key functions of this role are:

  • Serve as the primary contact and subject matter expert for the internal and external programs managed by the IGIO, including those programs that are supported by the infrastructure or staff. Stay appraised of the key GIS operations within the multi-agency Enterprise teams, including on the GIO Enterprise and in related agency-hosted enterprises;
  • Oversee a team that operates with high efficiency to support GIS work across the state, including local governments, to support GIO programs;
  • Work in close collaboration with State GIO and the team on multi-agency GIS initiatives, including inside and outside state government;
  • Oversee the coordination of contracts and programs, including imagery, data collection/review/distribution.

 

Salary:

 

This position traditionally starts at an annual salary of $93,002 but may be commensurate with education and job experience.

 

A Day in the Life:

 

Responsibilities include: 

  • Assist the IT Director in developing the current and long-range technology direction within the agency's purpose. 
  • Assist the IT Director in setting policies and procedures, technical standards and methods, and priorities for information systems activities. 
  • Assume director’s responsibilities in their absence. 
  • Dispense technical advice, guidance, direction, and authorization to carry out major plans and procedures. 
  • Analyze new technologies and make recommendations.  
  • Assist the IOT executive team in the budgeting process  
  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.  
  • Monitor time and dollar expenditures to ensure projects and budgets meet established targets 
  • Represent the agency’s information technology division at events and meetings 
  • Assist in the budgeting process with agency senior management for the information technology division. 
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development. 
  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees.  Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

  • Broad knowledge of all information technology disciplines and general business theory. 
  • Thorough knowledge of the organization and management of the state agency’s operations. 
  • Considerable knowledge of the organization and management of state government. 
  • Ability to negotiate complex and large-sum agreements with other agencies, divisions, and outside vendors. 
  • Effective communication skills. 
  • Ability to frame issues based on the policy implications associated with managing what is otherwise a very technical discipline. 
  • Ability to delegate work, set clear direction, and manage workflow. 
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
