About the Job:

The position provides leadership and guidance for the Data Science and Informatics Team within the Office of Data and Analytics.  Works with Indiana Department of Health (IDOH) program areas and external partners to provide predictive and prescriptive solutions to public health issues.  Maintains and enhances the flow of electronic health data within and between systems to support surveillance systems activities.  Assists in the implementation of surveillance applications and solutions for the agency.

A Day in the Life:

The essential functions of this role are as follows:

  • Direct and coordinate the Data Science and Informatics team. Direct and coordinate the implementation of novel data science methodologies within the agency.
  • Direct and coordinate data-related activities for systems that support syndromic surveillance (ESSENCE and Biosense), infectious disease reporting (NBS), and other various public health Direct and coordinate the Data Science and Informatics team.
  • Direct and coordinate the implementation of novel data science methodologies within the agency.
  • Direct and coordinate data-related activities for systems that support syndromic surveillance (ESSENCE and Biosense), infectious disease reporting (NBS), and other various public health initiatives.
  • Coordinate electronic laboratory reporting (ELR) related activities.
  • Coordinate the enhancement of data quality and processing of electronic messages.
  • Design, implement, and evaluate surveillance data to support disease identification and investigation.
  • Collaborate with internal and external partners to share and report on data from surveillance systems.
  • Monitor and maintain reporting compliance of data received in systems by building working relationships with healthcare facilities and educating them about the statutes governing reporting.
  • Assist in application developers in monitoring and upgrading surveillance systems and platforms.
  • Establish informatics best practices for querying and interpreting data, conducting analyses, communicating results, maintaining datasets, documentation, and other informatics and analytics-related activities
  • Create resources and trainings for applications, tools, and other data-related activities
  • Conduct analyses and prepare abstracts, manuscripts, and reports for dissemination, including presentations and posters at state and national conferences.
  • Maintain data-sharing agreements, contracts, and grant reporting metrics.

What You'll Need for Success:

  • Master’s degree from an accredited university with a focus in a relevant field  (e.g. data science, statistics, mathematics, informatics, or a closely related field) plus three (3) years of experience in data science, informatics, epidemiology, public health or closely related field; or a bachelor's degree in relevant field plus four (4) years of experience.  Alternatively, a Ph.D. or DrPH with work experience in relevant field plus two (2) years of experience.
  • Proficiency in data analysis using a programming language.  Python, R, and SQL are strongly preferred.
  • Experience with machine learning algorithms
  • Experience with electronic data exchange nomenclature (e.g., HL7, LOINC, SNOMED-CT)
  • Previous work with relational databases.
  • Strong oral and written communication.
  • Broad knowledge of data science best practices and methodologies
  • Broad knowledge of epidemiology, medical or public health informatics, and disease surveillance.

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.
