About this Position:

 

The Data Governance & Analytics Team (DGA) is responsible for ensuring DOR’s data has a voice, data is utilized for effective decision making, and is accessible to stakeholders when they need it. The team maintains reports in the Indiana Tax System (ITS), fulfills data requests, and performs data analysis and data modeling to support DOR’s operational activities.

 

The Data Governance & Analytics Project Manager ensures efficient delivery of DOR’s reports, data analysis projects, and data dictionary documentation. Duties include, but are not limited to, managing the backlog of reports requests, prioritizing & balancing developer activities, coordinating and/or performing testing, and other related duties as assigned. This position reports to the Data Governance & Analytics Director.

 

The ideal candidate will demonstrate understanding of the importance of accurate and well-timed data and the role it plays in business success. This is not a development/technical position. The ability to read/understand/produce technical documentation is critical to success in this role.

 

Responsibilities of the Data Governance & Analytics Project Manager:

The essential functions of this role are as follows: 

  • Review & triage incoming requests for data & reporting to ensure clarity and completeness of the requests
  • Provide ongoing consultation and education on the data and report request process and build ongoing capabilities in the understanding of ITS data
  • Effectively adjust report and data request processes to ensure they are fully supporting DOR data needs
  • Arrange and lead meetings with stakeholders to ensure reporting and analytics needs are being met and requests are appropriately prioritized
  • Work with developers and business analysts to ensure business requirements are clear and projects are on track
  • Balance and assign workloads for team members following guidelines provided, seeking guidance from the DGA director as needed.
  • Create/maintain data dictionary documentation
  • Follow up with stakeholders of reports to ensure business needs are met
  • Ensure transparency through meticulous documentation of team activities
  • Manage testing activities for reports, which could include testing or coordinating appropriate testers depending on the complexity of the report
  • Manage security access, software licensing, and procurement needs for the DGA team
  • Apply guiding principles to activities, ensuring integrity and consistency in decision making

 

What You Will Bring:

  • Bachelor’s Degree in a business, mathematical, information science discipline, or equivalent work experience
  • Project management, process improvement, and quality oversight backgrounds are highly desired
  • An understanding of data analysis concepts, practices, and emerging technologies
  • Strong written and oral communication and interpersonal skills, a positive attitude, and an eagerness to learn
  • Attention to detail, initiative, and tenacity to complete accurate work on schedule
  • Ability to comprehend, analyze, interpret, and correlate technical materials
  • Strong analytic and problem-solving capabilities
  • Experience with analytics tools/SQL experience is a plus
  • Ability to maintain confidentiality of highly sensitive information

About the Job:

As the IT Project Manager Intermediate, you will be responsible for relationship management, project planning, resource management, tactical execution, and the creation and/or oversight of final project deliverables. In this position, you will collaborate with senior management, stakeholders, and the team to meet business objectives and provides professional leadership & mentorship fostering respect and trust to inspire others to pursue excellence.  

A Day in the Life:

The essential functions of this role are as follows: 

  • Manage medium to large projects that may involve multiple internal stakeholders or contracted resources. 
  • Create, monitor, and maintain project plans. 
  • Define user and project team members’ roles and responsibilities on each project. 
  • Define user requirements, deliverables, and approvals for each project. 
  • Coordinate and monitor activities of all stakeholders to ensure the system is completed within time and budget guidelines. 
  • Communicate project status to management and project stakeholders.

What You'll Need for Success:

You must meet the following requirements to be considered for employment: 

  • High School Diploma or High School Equivalent (HSE). 
  • Three (3) years of project management experience. 
  • Advanced knowledge of project cost management, benefit analysis, risk management, funding, and estimation of resources. 
  • Considerable knowledge and application of project management theories and practices. 
  • Considerable knowledge of the information systems development life cycle, information technology, project tools and approaches to development and implementation. 
  • Considerable problem solving and analytical skills. 
  • Ability to lead project team by encouraging and influencing others to perform. 
  • Effective communication skills. 
  • Expert knowledge of Microsoft Office Suite. 
  • Advanced knowledge of Microsoft Project.​ 

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
