About the Department of Local Government Finance (DLGF):

The Department of Local Government Finance is responsible for ensuring property tax assessment and local government budgeting are carried out in accordance with Indiana law. The Department is charged with publishing property tax assessment rules and annually reviewing and approving the tax rates and levies of every political subdivision in the state, including all counties, cities, towns, townships, school corporations, libraries, and other entities with tax levy authority.  


Salary Statement  

The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.


Role Overview

The Budget Director’s primary responsibility is managing the certification of 92 county budget orders by the Department’s statutory deadline of January 15. Meeting this deadline is imperative to ensure counties have sufficient time to complete their internal processes to allow for on-time property tax billing. The Budget Director oversees a team of 10+ individuals, consisting of two Assistant Budget Directors and a team of Budget Field Representatives, located both in the Indianapolis office and in the field. The Budget Director requires the skills to convert complex statutory language into manageable technical spreadsheets that result in easy-to-understand reports. The Budget Director should be prepared to creatively participate in ongoing improvements to the Department’s Gateway applications. The Budget Director represents the Department to many external groups including presenting at various conferences, attending meetings with associations and other state agencies, attending meetings of the Indiana General Assembly as needed, and working directly with taxpayers or taxpayer groups.

 

To be considered for this position, a Bachelor’s Degree in Accounting, Finance, Business, Public Administration, or related field with extensive working experience and knowledge in administration and management including but not limited to property tax administration, budget certification process, policy formulation and implementation, Microsoft Excel, and written and oral communications skills. Substitution for comparable work experience may be substituted for education where appropriate.

A Day in the Life:

As a Budget Director with DLGF, your day-to-day responsibilities will be but not limited to as follows:

  • Direct the certification of property tax budgets, rates, and levies for approximately 2,500 taxing units in the state
  • Establish goals and objectives for the Budget Division
  • Serve in an advisory capacity to the Commissioner, members of the General Assembly, and legislative staff on matters of proposed legislation, including attending committee hearings and advising on technical implications of current or proposed legislation
  • Collaborate with the Information Systems and Data divisions to develop systems and procedural standards for statutory compliance, processing efficiency, and timeliness requirements
  • Perform calculations that form the necessary inputs to the budget certification process
  • Evaluate and appraise performance of team members Interview prospective employees for the division and, on occasion, for other divisions
  • Develop and provide instruction and training to local officials
  • Other duties, responsibilities, and activities may change or be assigned at any time.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
