Salary Statement:
The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.
Purpose of Position/Summary:
The Director of Credential Management position is located within Central Office Operations. The Director is responsible for the administration of statutory and regulatory obligations of the Bureau in as it pertains to operator records. Policy, procedure, and programs are monitored, documented and analyzed to identify compliance, efficiency gains, and opportunities for improvement.
Directs Credential Management programs and processes, including but not limited to facial recognition, record corrections, lawful status documentation review and verification, credential exception review processing, branch error processing, control and release of credentials for processing in the print farm. Director is also responsible for the Print Farm and Financial Responsibility. The Financial Responsibility Department processes all issues with required driver insurance verification and accident reporting.
Essential Duties/Responsibilities:
Incumbent reports directly to the Executive Director of Document and Credential Management. Duties of the position include, but are not limited to:
- Maintains compliance with state statues/regulations and BMV policies as related to:
- Directs credential management programs and processes, including but not limited to facial recognition, record corrections, lawful status documentation review and verification, credential exception review processing, branch error processing, control and release of credentials for processing in the print farm
- Analyzes daily processes and production, ensuring performance standards and metrics are met and direct reports are adhering to BMV policies and procedures
- Audits and directs departmental standard operating procedures. Ensures accuracy and readability of documentation
- Initiates program development and continuous improvement that ensures maximum accuracy, efficiency and security
- Directs threat assessment and identifies gaps in process and transaction security
- Oversees system and application updates and changes. Ensures changes are tested and approved prior to implementation with no post deployment corrections
- Oversees auditing of transactions for inconsistencies used to determine suspected fraud
- Establishes and implements new practices to improve efficiency and accuracy
- Works closely with Fraud and Security Enforcement (FSE) concerning suspected fraudulent activity
- Maintains extensive knowledge and expertise regarding Indiana code, regulations, policies, and procedures related to credential issuance
- Analyzes investigations of customers with multiple STARS records to assess if they should be combined and or provided to FSE for fraud investigation
- Maintain compliance with state and federal statues/regulations and BMV policies related to Financial Responsibility Department
- Supervise and coach managers to develop their skills and prepare them for current and future responsibilities.
- Analyzes and understands legislative codes as applies to business rules.
- Develop and maintain communication standards in order to best inform internal and external customers and stakeholders.
- Represent the Bureau at meetings and conferences held by organizations that are reliant on Indiana’s record-related programs.
- Oversees programming updates and changes. Ensures changes are tested and approved prior to implementation.
- Analyzes patterns to find gaps in business practice and system capabilities.
- Analyzes operational needs and creates manageable solutions.
- Identifies and establish processes to increase transaction accuracy and efficiency.
- Implements new record keeping programs and required operational transitioning.
- Performs related duties as assigned.
Job Requirements:
- Broad knowledge and understanding of the mission, policies and multiple functions and responsibilities of the Bureau.
- High level of knowledge and understanding of the Bureau’s records programs.
- Broad knowledge and understanding of and ability to apply the varied laws, rules and regulations as they relate to credential issuance
- Considerable knowledge of state government operations, managerial, administrative, budgetary and personnel related regulations, policies and procedures.
- Ability to recognize problems and conceptualize, develop, administer/implement and revise programs, policies, strategic plans, long-range plans, goals and objectives to ensure the efficient, effective and responsive management of assigned programs and special projects.
- Ability to communicate verbally and in writing, including an ability to resolve complex problems.

Supervisory Responsibilities/Direct Reports:
Position reports to the Executive Director of Document and Credential Management and oversees approximately 24 associates.

Difficulty of Work:
Incumbent must utilize extensive knowledge, initiative and judgment in the planning, management, supervision, organization, prioritization and coordination of the agencies’ mission responsibilities and statutory obligations in relation to operator records management. Work is broad in scope, complex and involves numerous variables that must be ascertained to appropriately interpret and apply the emerging and extensive but often changing laws, rules and regulations. Incumbent must analyze and ensure the effectiveness of various projects and programs.
Responsibility:
Incumbent reports to the Executive Director of Document and Credential Management and typically performs with a great deal of autonomy and minimal direction other than overall missions and generalized goals. Incumbent is principally responsible for the effective, efficient and responsive management of credential processing, Print Farm, and Financial Responsability and record correction. Develops policies and procedures for processing credential applications and identifies efficiency gains, opportunities for improvement and cost savings while focusing on a secure issuance environment. May be required to give public presentations on credential documentation and or issuance. Incumbent will make decisions based on interpreting laws, regulations, policy and procedure but may need to defer to management’s judgment for resolution. Manages other projects as assigned by management and assist supervisor as needed with projects. Help to maintain adherence to BMV policies and procedures and process improvement. The impact of decisions is critical and errors in judgment or actions can result in negative impact on the agency and the public if not identified.

Regularly works with all Bureau divisions, license branches, and the general public.
Physical Effort:
Work is performed in an office environment. Incumbent works seated most of the time and uses hands and eyes extensively.
Working Conditions
The incumbent ordinarily works in an office environment. 5-10% minimum travel required.
