Role Overview:

The Controller will provide budget and grant management for an initiative that supports the Child Service Bureau.  You will oversee the budget, ensuring that all assigned areas remain within approved spending levels. You will assist with procurement processes, approve financial transactions, and respond to both routine and complex inquiries. You will analyze and monitor expense trends, conduct value‑added financial analysis, and recommend solutions and process improvements. Additionally, you will collaborate with management to implement approved changes.

 

This role is in the central DOR office at the Indiana Government Center in Indianapolis, Indiana.

 

Salary:

This position starts at an annual salary of $67,314 but may be commensurate with education and job experience.

A Day in the Life:

Responsbilities include:

  • Serve as the primary point of contact for Child Support Bureau budget matters.
  • Perform value added analysis of operations and proposed contracts or new programs.
  • Review Child Support Bureau budget. Follow up with senior management about any issues identified. Facilitate solutions to identified problems.
  • Manage federal grant funds and prepare required federal financial reports (e.g. OSCE 396).
  • Reconcile federal projects and submit monthly cash draws.
  • Assist the Director with developing the grant application.
  • Assist the Director with maintaining the project budget and funding sources in PeopleSoft Financials.
  • Review requests from county prosecutors for reimbursement.
  • Actively tracks on and offboarding activity, prepares budget impact statements for all proposed personnel changes, updates and maintains an internal payroll projection bi-weekly.
  • Engage customers both inside the agency and outside to determine their information needs and develop actionable plans to address those needs.
  • Answer routine and non-routine questions from senior management regarding budget matters.
  • Approve financial transactions including personnel changes and procurements.
  • Mine and analyze data from PeopleSoft Financials and HR to ensure compliance of general ledger posting with statutes and to develop value added analysis and reporting.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:

  • Extensive PeopleSoft financial skills required.
  • Knowledge of State of Indiana Budget procedures and policies, plus working knowledge of BUDSTARS, or ability/willingness to quickly gain that knowledge. 
  • Thorough knowledge of and ability to interpret and apply the theories, principles, laws and techniques regarding state and federal governmental accounting, budgeting and auditing.
  • Extensive knowledge of GAAP, GASB, GAGAS, GAAS and other applicable accounting guidelines.
  • Ability to accurately review, track and analyze financial data.
  • Ability to understand and write reports, data collection and reporting procedures.
  • Ability to analyze and interpret information pertaining to fiscal accounts, contracts, records and financial reports.
  • Ability to perform essential functions with or without reasonable accommodation.

 

A degree is not required. However, at least 6+ years of experience in accounting, auditing, business administration, financial management/analysis, or related experience and four(4) years of full-time experience in an administrative, supervisory, or management capacity applying the outlined knowledge, skills, and abilities in a similar role may be considered.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
