This position traditionally starts at $25,766 per year and may be commensurate with education and work experience.

About the Job:

The incumbent, under the direction of the contract supervisor, coordinates, implements, oversees and monitors the preparation of Request for Contracts (RFCs) exceeding $200 million dollars annually as a part of the $8 billion dollar budget for the Indiana Department of Education per IC 20-19-3. RFCs include a wide variety of contracts, grant agreements, and other similar documents ranging from routine to difficult and complex.  Exercises high level of expertise, evaluation, and independent judgment in ensuring compliance reflecting pertinent federal and state laws, policies, Financial Management Circulars, and guidelines specific to the area of funding and/or program(s).  Incumbent maintains and manages files and automated interdepartmental database for preparation and execution of contracts, grants, etc.  The incumbent provides assistance to internal and external customers. The incumbent will support and assist in the development of a yearly contract training for the department. 

A Day in the Life:

  • Prepare essential contracts, grants, etc. documents and incorporate federal, state and departmental regulations to ensure conformity.
  • Accurately and efficiently implement changes to the state contract process upon notice from Indiana Department of Administration through SCM notificiations.  
  • Research all IDOE grant programs to ensure compliance and provide assistance to staff when creating a RFC.
  • Provide highly responsible and complex assistance to program staff during creation of contracts, grants, etc. 
  • Assist contract supervisor with development and implementation of contract, grants, etc. administrative process and procedures.
  • Assist contract supervisor in development and implementation of yearly contract training for the department.
  • Collaborate with DOE legal staff on contract modifications.  Accurately incorporate changes to contract changes approved by legal.  
  • Review budgets for accuracy and be able to question allowability as needed. 
  • Provide clear, concise and consistent information to program staff during creation of contracts, grants, etc. 
  • Act as a resource to program staff regarding administrative policies and procedures.
  • Provide quality services to produce little need for correction which will enhance the performance and productivity of the unit.
  • Provide peer review of contracts, grants, etc during collaboration process.
  • Provide guidance to complex, sensitive and technical questions from program personnel and external customers.
  • Provide initial quality review as RFCs are entered into the IDOE database.
  • Monitor the state databases regarding information for eligibility and registration of contractors.
  • Direct vendors and provide technical assistance for multiple state databases for registration.

What You'll Need for Success:

  • Thorough knowledge of the state's and departmental contract policies and procedures.
  • Experience in applying organizational standards when deveoping contracts and grants.
  • Good written and verbal communications skills as well as proficiency in Word, Excel, PeopleSoft, and Contract Management System (CMS), 
  • Ability to assist in completing multiple priorities and produce quality work with a high degree of accuracy and attention to detail.
  • Ability to work cooperatively with IDOE program personnel both inside and outside of the Finance Division in implementing established procedures.
  • Thorough knowledge of IDOE's mission and plan and the role of the Finance Division.
  • Basic organizational skills.
  • Knowledge of federal and state laws, policies, Financial Management Circulars, and guidelines specific to the incumbent’s area of funding and/or program(s).
