About the Indiana Criminal Justice Institute (ICJI):

The Indiana Criminal Justice Institute (ICJI) is the State planning agency for criminal justice, juvenile justice, traffic safety, and victim services. The institute develops long-range strategies for the effective administration of Indiana's criminal and juvenile justice systems and administers state and federal funds to carry out these strategies.


The Indiana Criminal Justice Institute is the designated State Administering Agency for Federal Department of Justice, Office for Victims of Crime, Office of Violence Against Women, and Department of Health and Human Services grants within Indiana. These sources of funding are the largest sources of funding for local entities and agencies that provide direct services to victims of crime, including domestic violence and sexual assault.

 

Further, ICJI is responsible for coordinating and collaborating with local, state, and federal entities to identify, assess, plan, resource, and evaluate new and emerging issues facing the criminal justice and public safety spectrum. ICJI works with local, state, and federal entities to evaluate programs associated with the prevention, detection & solution of crimes; law enforcement, and criminal/juvenile justice, to improve and coordinate all aspects of law enforcement and criminal/juvenile justice. The agency evaluates policies, programs, and legislation designed to address these issues. ICJI is designated as the State Administering Agency for distribution of federal funds, and as the State Statistical Analysis Center for research About the Indiana Criminal Justice Institute (ICJI).

 

Role Overview

Support the Behavioral Health Division in managing division initiatives related to substance use prevention, treatment, recovery, and justice services.  Support local coordination and implementation of opioid settlement funds. Promote coordination, alignment, and capacity-building among Indiana’s 92 Local Coordinating Councils (LCCs). Provide strategic guidance, technical assistance, and program oversight to ensure LCC efforts align with the priorities of the Indiana Criminal Justice Institute.

 

This position is fully in person.

 

Salary Statement

The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.

 

A Day in the Life:

The essential functions of this role are as follows:

  • Work proactively and independently, as well as collaboratively within a team; manage multiple tasks effectively; apply relevant guidelines, regulations, and procedures; exercise sound judgment; and demonstrate initiative and resourcefulness.
  • Report to the Division Director while exercising a high degree of autonomy. Decisions and recommendations are reviewed for compliance with agency policy, statutory requirements, and alignment with division goals.
  • Contribute substantially to activities that build and sustain strong relationships between the agency and local partners.
  • Conduct independent research to identify data, legislative activity, emerging trends, and evidence-based practices that inform strategic planning and program development.
  • Provide technical assistance and support to Local Coordinating Councils (LCCs) to strengthen coalition development, sustainability and strategic planning efforts. Guide LCCs in developing Comprehensive Community Plans (CCP) to ensure compliance with statutory requirements.
  • Conduct community visits, webinars, and virtual meetings to promote the LCC model and deliver training and assistance.
  • Support local coordination and implementation of opioid settlement funds in accordance with settlement requirements and state recommendations.
  • Serve as a subject matter expert in substance use prevention, coalition development, and community-based strategies.
  • Train new LCC coordinators and members on coalition roles, responsibilities, and operational functions.
  • Assist in the management of grants administered through the Behavioral Health Division, including monitoring compliance, reviewing reports, maintaining regular communication with grantees, and supporting grantee
  • performance and accountability.
  • Develop and maintain communication networks among community partners, ICJI staff, providers, and other stakeholders.
  • Represent ICJI at local and statewide meetings, including LCC meetings, public presentations, and official correspondence, in alignment with ICJI communication and technology use policies.
  • Perform other related duties as required.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • a Bachelor's Degree and 1+ year of experience, or  
  • an Associate's Degree and 3+ years of experience, or 
  • at least 5+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role. 

Related certifications and coursework may be considered for education or experience.

  • Working knowledge in program subject matter obtained through experience and/or education. 
  • Specialized knowledge of program area including pertinent rules and regulations.
  • Basic knowledge of all source materials and references including federal and state laws governing the programs.
  • Ability to implement new principles and policies and discern any far-reaching implications.
  • Ability to communicate effectively.
  • The ability to apply general rules to specific problems to produce answers that make sense.
  • Ability to work effectively with a wide variety of stakeholders.
  • Working knowledge of accounting and budget principles.
  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
