Role Overview:
As Chief Financial Officer, you will supervise/oversee all fiscal and operations staff. In this position, you will monitor allotments and expenditures to ensure proper funding exists and will maintain proper accounting controls including systems and an environment that assures accurate financial reporting at all times. You will also provide oversight and reporting of the Agency’s financial services for specific funds. You will be responsible for agency payroll review, approving requisitions, daily reports of collections, preparing budget impact statements, GL journals, reviewing cost reconciliations, licensee billings, and all relevant reporting and analysis for funds. You will create an annual spending plan, biennial budget requests, and biweekly year-end forecasting.
Salary Statement:
The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
- Provides leadership in the development and continuing evaluation and adjustment of short and long-term strategic financial objectives;
- Oversees the total fiscal management and operation of the agency;
- Serves as a strategic partner with executive management to initiate, analyze, recommend, and implement business solutions in the areas offinance and accounting;
- Ensures credibility of finance team by providing timely and accurate analysis of budgets, financial trends, and forecasts;
- Provides consultation with and direction to staff with regard to operational matters and business practices to ensure financial practices arein compliance with state/federal policies, procedures and strategic plans;
- Ensures completion and compliance of budget submission, financial analysis, forecasting, and financial reporting;
- Implements and maintains internal financial controls to ensure compliance with Governmental Accounting Standards;
- Analyzes and improves the cost effectiveness of agency operations;
- Monitors and analyzes monthly operating budget and expenditures and develops reporting process for agency divisions.
- Some essential functions of this position may be performed onsite at the agency’s worksite or other assigned worksites while some essential functions of this position may be eligible for work from home authorization in accordance with policy. Remote work authorization is not automatic and is dependent upon operational needs and agency approval.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
The ideal candidate in this role should minimally have either
- a Master’s Degree and 7+ years of experience, or
- a Bachelor’s Degree and 9+ years of experience, or
- an Associate’s Degree and 11+ years of experience, or
- at least 13+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.
Related certifications and coursework may be considered for education or experience.
- Broad knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles;
- Extensive knowledge of state and federal accounting, budgeting, and applicable laws, policies, and procedures;
- Strong knowledge and ability to use automated financial and accounting reporting system. PeopleSoft Financials;
- Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on operations;
- Ability to establish and maintain effective working relationships with all levels of management;
- Thorough knowledge of grant management and administration;
- Thorough knowledge of procurement procedures, public administration, and business management;
- Thorough knowledge of applicable federal and state laws/policies/procedures;
- Specialized knowledge of state government administrative structures;
- Specialized knowledge of policies and procedures;
- Ability to prepare complex reports and graphs;
- Ability to recognize process problems and to create or modify new procedures;
- Ability to effectively communicate complex theories and principles to a broad audience both orally and in writing;
- Ability to analyze expenditures and determine cost effectiveness;
- Ability to lead, mentor, develop and manage subordinate staff.
