Role Overview:
The Chief Community Programs and Services Officer serves on IHCDA’s executive leadership team, working with other agency executives and management team members to develop and deploy agency strategies, programs, and operations. As an executive staff member, the Chief Program Officer is responsible for strategic planning, program oversight and implementation, operational and fiscal management, and public relations.
The Chief Community Programs and Services Officer oversees the Community Programs and Community Services divisions of IHCDA, which include such programs as the Low Income Home Energy Assistance Program (LIHEAP), Weatherization, Community Services Block Grant (CSBG), Individual Development Accounts (IDA), Neighborhoods Assistance Program tax credits (NAP), Continuum of Care (CoC), Emergency Solutions Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA), the Homeless Management Information System (HMIS), the Healthy Homes and Lead Grant programs, HOME Homebuyer, and CreatINg Places.
The Chief Community Programs and Services Officer directly supervises the following team members:
- Director of Homeless Services
- Senor Director of Energy & Utility Programs
- Community Programs Manager- IDA/NAP
- Community Programs Manager- CSBG
- Healthy Homes Grant Managers (x2)
This role requires a dynamic leader who can effectively lead a team and collaborate with public sector, private sector, and community stakeholders to advance affordable housing goals, ensuring the efficient delivery of housing solutions for underserved populations.
Salary Statement:
The salary for this position traditionally starts at $139,000.00 but may be commensurate with education or work experience.
Key Responsibilities:
1. Strategic Planning:
- In conjunction with the Executive Director and other members of the IHCDA Executive Team and Management Committee, develop and implement the agency’s strategic goals and objectives.
- Ensure all programs in the Community Programs/Community Services divisions have appropriate plans and policies in place. Ensure program policies and processes are not overly burdensome and do not implement unnecessary red tape.
- Adapt program plans and policies in response to changing policies, market conditions, and community needs. Ensure the agency anticipates challenges and opportunities on the horizon.
- Clearly articulate the agency’s strategic plan and program plans and policies to staff
- Regularly assess the Community Programs/Community Services departmental goals, structure, and financial health to identify opportunities for improvement
2. Program Oversight:
- Accountable for the design, implementation, and evaluation of all Community Programs/Community Services division’s programs
- Ensure that programs meet state and federal guidelines, are compliant with regulatory standards, timely complete all necessary reporting, and effectively serve targeted populations.
- Analyze program impact and innovate solutions to improve housing outcomes
- Ensure appropriate staffing levels and structure for execution of programs
- Track applicable metrics and identify areas for opportunity and process improvement
3. Operational and Fiscal Management:
- Supervise direct reports, providing guidance, coaching, mentorship, and professional development opportunities. Address performance issues swiftly when needed. Conduct team goal setting and performance reviews.
- Meet regularly with staff to create a culture of collaboration and problem solving
- Establish performance metrics and monitor progress to ensure successful outcomes
- In conjunction with the Controller and accounting team, create applicable department and program annual budgets

4. Public Relations:
- Foster and maintain effective relationships with key stakeholders, including federal funding agencies, state and local government officials, other state agencies, nonprofit organizations, Community Action Agencies, homeless service providers, and community groups
- Represent IHCDA at public meetings, conferences, groundbreaking events, grand opening events, and other appropriate community convenings
- Provide regular updates to the Executive Director, Executive Team, Board of Directors, and other relevant bodies on agency progress and initiatives.
- Proactively communicate important personnel and operational issues, fiscal challenges, legal challenges, or any other problems that may become public in nature.
- Ensure department programs and policies allow opportunities for public input via public hearings, public comment periods, and other avenues as appropriate.

- Proven experience in a senior leadership position, ideally within a government agency or nonprofit focused on housing, urban planning, or public policy
- Demonstrated ability to develop and implement strategic plans and policies
- Demonstrated ability to lead teams and manage complex projects
- Strong understanding of affordable housing issues, financing, regulations, and programs
- A deep commitment to affordable housing and community development
- Excellent communication, negotiation, and public speaking skills
