Role Overview:
This Budget Analyst position within the Project Finance Division establishes construction contract program funding inside software that is utilized to help maintain the integrity of the agency’s capital program resources. This position is the sole position responsible for maintaining contractor cost inside of the system used to run reports to analyze where the agency is given the fiscal years resources for construction activity ensuring approximately $2B in cost for the State of Indiana contractors is tracked. In addition, the position is responsible for running data analytics for Quality Control and Assurance ensuring resources are aligned with fiscal year estimated obligations for current and future years up to 7 years, a highly visible task seen throughout the agency in all districts. This position is a key INDOT position whereby the accuracy of funding the capital program is monitored with their output.
Location:
This position is located in INDOT’s Central Office, Indianapolis.
Salary Statement:
The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential elements of the job duties:
- Ensures construction cost is accurately established inside of the Scheduling Project Management System (SPMS).
- Accountable for ensuring Quality Control and Assurance is maintained within the $2B capital program structure.
- Coordinate with project engineers and other INDOT staff to establish accuracy of resources and fiscal years, taking careful consideration of the funding components and special requirements within.
- Analyze current and future year budgets to determine funding discrepancies within programming between estimates and programming.
- Maintain integrity within SPMS for eliminated, proposed, and suspended projects.
- Tracks and maintains reporting and monitors Route Transfers within systems.
- Ad hoc reporting.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
You must meet the following requirement to be considered for employment:
- Bachelor’s degree specializing in Accounting/Governmental Accounting/Finance/Public Administration or the equivalent based upon work experience
- Demonstrated ability to quickly understand complex financial systems. Systems will include, PeopleSoft Financials, the Scheduling Project Management System, the Federal Highway System, and CAPWise.
- Experience with reconciling multiple budget items within a complex network of data systems, some purchased, and others home grown.
- Must be able to communicate well both verbally and written.
- Ability to clearly describe data issues/errors determining if errors/issues are system related or data formulations.
- Detailed oriented allowing for in-depth knowledge and understanding of capital program resources.
- Must be able and capable to work independently
- Intermediate Microsoft Excel skills
- Ability to interpret and put into practice policies and procedures along with the ability to identify, create, clearly demonstrate needed changes, revisions, and improvements
- Must be able to adjust to constant change within and outside the agency
