About the Family & Social Services Administration (FSSA):
The Division of Mental Health and Addiction within the Family and Social Services Administration (FSSA) sets care standards for the provision of mental health and addiction services to Hoosiers. DMHA is committed to ensuring that clients have access to quality services that promote individual, family and community resiliency and recovery.
The division also certifies all community mental health centers and addiction treatment services providers. DMHA operates six psychiatric hospitals (NeuroDiagnostic Institute, Evansville Psychiatric Children’s Center, Evansville State Hospital, Logansport State Hospital, Madison State Hospital and Richmond State Hospital). DMHA provides funding support for mental health and addiction services to target populations with financial need and administers federal funds earmarked for substance abuse prevention projects.
Role Overview:
This role, Business Systems Consultant Associate, serves as the primary business analyst for Help Desk requests within the Division of Mental Health and Addiction (DMHA). Your role is responsible for initiating, documenting, clarifying, and assigning Help Desk tickets across multiple applications. You will provide Tier 1 and Tier 2 support, assist with data quality updates, and collaborate closely with division business areas, development teams, and end users to resolve issues, improve processes, and ensure data integrity. This role performs comprehensive requirements gathering and analysis for system enhancements, defect resolution, and process improvements. This includes engaging stakeholders to understand business needs, documenting functional and non functional requirements, facilitating discussions to clarify workflows, and ensuring requirements are complete, accurate, and aligned with DMHA objectives. You will translate business needs into clear specifications for technical teams and validate that delivered solutions meet documented requirements.
The ideal candidate will have strong analytical ability, attention to detail, effective communication skills, and the ability to translate complex issues into actionable requirements to support users and maintain high quality service delivery.
Salary Statement:
The salary for this position traditionally starts at $55,224.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
- Assists in formulating and defining system scopes and objectives through research and fact-finding based on a basic understanding of user needs, business systems, and industry requirements.
- Assists in the creation of process change through the integration of new processes with existing ones and communication of changes to impacted Business Systems teams.
- Recommends and assists in the facilitation of quality improvement efforts.
- Establishes and maintains strategic partnerships with assigned customers in order to help them meet their business and technical needs.
- Assists in the development of strategic plans based on customer needs.
- Assists in the analysis of business and user needs, documents requirements and revises existing system logic difficulties with assistance from higher-level Business Systems Consultants or managers.
- Assists in devising or modifying procedures to solve problems considering telecommunication and computer equipment capacity and limitations, operating time, and form of desired results.
- Assists in the delivery of technical business solutions and products to customers.
- Assists customers in evaluation, procurement, and implementation of technical business systems solutions and products.
- Assists in meeting expectations of customers, peers, vendors, and management.
- Assists in establishing contracts for the procurement of technical business solutions.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

Individuals in this role should minimally be able to articulate or demonstrate the following:
- Specialized knowledge of some of the organization’s business systems and commercial business applications.
- Specialized knowledge of common technical problems and solutions as they relate to organization’s business systems and commercial applications.
- Specialized knowledge of fundamental concepts, system design, relationships between various elements of the overall solution.
- Ability to comprehend and translate business systems or application requirements in a meaningful and functional manner.
- Ability to apply system development methodologies to oversee systems modifications and initiatives.
- Ability to use logic and critical thinking to address issues efficiently and effectively.
- Ability to adapt to new information and scenarios and understand the implications of those changes.
- Familiarity with using and interpreting data structures and relationships.
- Ability to lead, encourage and influence others to perform.
- Effectively communicate both orally and in writing.
A degree is not required. However, at least 1+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
