Business Analyst

The ITS Business Analyst will work collaboratively with staff across the agency to conduct research, gather data, define business and functional requirements and execute testing.  This position will also serve as a liaison in the partnership between business users and ITS developers, stewarding service requests to a resolution. The Business Analyst’s leadership, expertise and work products will support designed processes that ensure ITS issues are effectively identified, tracked, diagnosed and resolved. This position will also work to execute and support robust functional and acceptance testing capacity designed to increase business ownership, build understanding and knowledge of system enhancements and releases and ensure alignment of business goals, IT initiatives and technology considerations.  This individual will work to ensure that business needs and plans are successfully integrated with ITS delivery.  The successful candidate will be positive, enthusiastic and team oriented with a passion for identifying, designing, testing, and implementing critical functionality and processes, along with proactive quality assurance. The successful ITS Business Analyst will have a strong desire to support the Department of Revenue mission, vision and Pyramid of Excellence to drive high-quality service delivery and continuous improvement across the agency.

A day in the life
  • Work with business users across the Department to gather, analyze and document business requirements and functional specifications
  • Perform analysis to determine implementation impact for business areas, customers and stakeholders and create a comprehensive and executable implementation plan including business impacts, training needs, procedure updates and communication, both internal and external
  • Work within FAST methodology and standards to develop and execute against a DOR systems delivery framework
  • Serve as a subject matter expert for assigned area of ITS support
  • Evaluate SQR requests for validity purposes and adding corrections and additional detail to ensure clarity and accuracy
  • Perform testing of service packs and version upgrades for ITS system fixes, modifications and upgrades
  • Serve as an effective liaison facilitating communication in the partnership between business users and ITS developers ensuring requests are robustly supported from identification to resolution, training and process document updating
  • Partner with existing groups across the Department to leverage testing capabilities and define standardized policies and processes to increase the effectiveness of cross functional testing
  • Establish and implement processes that ensure system and business issues are identified, documented, tracked, analyzed and resolved
  • Support project implementation and provide effective, business focused post-implementation support for DOR business areas
  • Work with DOR business areas to develop acceptance criteria derived from defined requirements and specifications
  • Actively support and incorporate the mission, vision, core values and positive culture principles of DOR
What we're looking for
  • Bachelor’s degree in Business or related field or equivalent experience preferred
  • Minimum of two years professional experience in a Business Analyst or Quality Assurance/Testing role preferred
  • Working knowledge of DOR business areas, tax types and legislative and legal requirements
  • Proven ability to create business requirement documentation and effectively turn them into functional specifications
  • Proficiency in meeting leadership and facilitation demonstrated by creating a fun, safe, collaborative and productive meeting and work environment
  • Demonstrated capacity to analyze, understand and capture business processes and how they are supported by IT initiatives and systems at a higher, cross functional perspective as well as at the detail level
  • Creative, disciplined and thoughtful thinker with a demonstrated ability to adjust work plans to determine the appropriate strategy and approach to success
  • Strong project management skills
  • Excellent verbal and written communication skills
  • Ability to work with minimal supervision and build credibility with business and IT leaders and varying levels of the organization
  • Ability to maintain a high level of professionalism and confidentiality
  • Ability to accurately and concisely present proposals and solutions to a wide audience
  • Proficient in the use of MS Office suite of products (Excel, Visio, PowerPoint, Project, Word)
