About the Secretary of State:
It is the mission of the office of Secretary of State to deliver to the people of Indiana government-as-a-service that focuses on unqualified integrity and accuracy in our elections, consistent and principled regulatory methods, ceaseless protection of Hoosier investors, and the most efficient use of taxpayer resources.


The salary for this position traditionally starts at $61,022.00 per year but may be commensurate with education and/or experience.

About the Job:

The Business Analyst Intermediate is responsible for business process improvement, system requirements gathering, system testing, and continuous improvement and support of the existing systems.  Focus includes monitoring scheduled processes, system testing validation, and serving as subject matter expert (SME) for the applications. The employee works in the Information Technology section of the Indiana Secretary of State and will report to the Deputy IT Director for the Indiana Secretary of State.

A Day in the Life:

The essential functions of this role are as follows:
•    Work with divisions to gather, edit, revise, monitor, and maintain documentation for business needs and requirements  
•    Analyze and determine the impact of changes to state and federal laws and regulations governing applications
•    Establish cooperative working relationships by providing outstanding customer service and support
•    Create process change through the integration of new processes with existing ones and effectively communicate changes 
•    Facilitate the delivery of technical business solutions and products to customers
•    Monitor, edit and maintain the tool for tracking system defects, features, and improvements
•    Coordinate and facilitate requirements sessions and meetings between agency partners and vendor partners in conjunction with the project manager
•    Ensure the delivery of a product that meets user requirements
•    Coordinate the needs of disparate business units and balance the distinct needs of the various divisions
•    Responsible for test plan standards and expectations, test cycle planning, test case standards, procedures, and reporting
•    Participate in deployments and point releases: timing, schedules, resources, activities
•    Recommend and facilitate quality improvement efforts
•    Assist in the development of technical standards and policies to meet the customers, peers, and organization

What You'll Need for Success:

  • Requires at least 3 years of business analysis work experience; a degree from an accredited university in a related field of study may apply to the required experience.
  • Ability to understand the information systems development life cycle, information technology, tools, and approaches to development and implementation.
  • Strong time management skills.
  • Ability to adapt well to changing requirements and deadlines.
  • Ability to translate complex business processes into technical requirements
  • Ability to translate complex technical details into everyday language.
  • Strong skills across the entire suite of Microsoft Office products.
  • Ability to lead, encourage and influence others to perform.
  • Ability to communicate effectively orally and in writing.
  • Ability to work effectively with diverse human resources.
  • Ability to work within a highly collaborative and closely integrated technical team.
