Summary/Objective:

The individual serves as a Code Services Section Code Specialist in the Fire and Building Safety Division within the Indiana Department of Homeland Security. He/she serves as part of the team for purposes of variance review, code and general administrative rules interpretation, and rule drafting.

Essential Job Responsibilities:

The essential functions of this role are as follows:

  • Serve on team to review, research, and make disposition recommendation regarding code variance requests submitted to the agency and Fire Prevention and Building Safety Commission.
  • Reviews the current model International Building, Electrical, Plumbing, Fire, Residential, Swimming Pool, Mechanical and Fuel Gas codes and NFPA 58 (LP-Gas Code), for standard amendments and provides the first review of code changes proposed by each the code review committees;
  • Assists in the drafting amendments to the proposed new codes and is directly responsible for  the proper drafting format, accurate grammar and spelling, and complete substantive content of the amendments;
  • Assist in the preparation of training materials for Code Services staff and assist in-house code enforcement personnel with basic understanding of the Plumbing, Mechanical and Fuel Gas codes and NFPA 58.
  • Responds to code questions, in writing, concerning Commission rules and variance requests, from agency personnel, legislators, the design and construction community, and the general public;
  • Monitors code development hearings to remain current on proposed code changes to model codes and the bases for model code provisions
  • May represent the Commission in public hearings for proposed rules when requested

Requirements:
  • At least 3 years of in-depth code development, code enforcement or code interpretation experience in the International model codes and NFPA 58;
  • Specialized knowledge of Building, Electrical, Plumbing, Fire, Residential, Swimming Pool, Mechanical and Fuel Gas codes and NFPA 58 in Indiana;
  • Specialized knowledge in the drafting of codes and Indiana amendments, including detailed proof-reading to ensure accurate content, grammar and spelling
  • Specialized knowledge of the Fire Prevention and Building Safety Commission legal authority, organization and function;
  • Strong ability to communicate properly orally and in writing with many kinds of customers
  • Ability to read, understand and evaluate construction plans and specifications;
  • Ability to solve complex code interpretation problems;
  • Establish effective work relationships;
  • Coordinate work with that of other code specialists in Code Services Section.
  • Transport laptop computer, projector and related cables, etc. for on and off-site training and presentations;
  • Monitor or attend several approved in and out of state training and code development meetings annually, some requiring 1 or more overnights away from home
  • Ability to initiate and complete assigned tasks and projects within required time frames including, when necessary, working additional hours on weekdays and occasional week-end days
Supervisory Responsibilities/Direct Reports:
This role does not provide direct supervision to direct reports.

If this is an Intermittent position, the position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.
