About the State Budget Agency (SBA):
The mission of the Indiana State Budget Agency is to achieve excellence in fiscal decision making and fiscal results on behalf of the Governor and in support of the General Assembly. The State Budget Agency facilitates the processes of revenue forecasting, budget development, and budget implementation. The Budget Agency evaluates and communicates the fiscal and policy impacts of legislative proposals with the objective of assuring the best information available to decision-makers.  

Position Overview:

The Budget Analyst reviews and recommends updates on a variety of written and verbal requests for an assigned group of state agencies, institutions, and commissions.  Primary interactions are with co-workers, immediate supervisor, agency heads and financial managers, legislative staff and the Budget Director. Experienced judgment is required in making rational and fiscally prudent decisions. The work load is seasonal, requiring extra time and effort during the legislative session.  The Budget Analyst may be required to provide written research and policy analysis to the Governor, Budget Director, Office of Management and Budget, and Legislative Caucuses.

 

Salary:

This postiion starts at 50,024.00 per year but may be commensurate with education and/or experience,

A Day in the Life:

The essential functions of this position are:

  • Assist assigned agencies in the preparation of biennial budget requests.
  • Review and analyze agency submitted biennial budget requests based on Budget Agency policies.
  • As requested, provide information on agency biennial budget requests to the Budget Committee.
  • Prepare budget recommendations and provide them to the Budget Director.
  • Prepare final budget recommendations as approved by the Budget Committee for the Budget Report and the introduced budget bill.
  • As the budget passes through the legislature, keep precise records of the approved budget for each agency.
  • Assist in the preparation of the “as passed” budget report.
  • Track bills through the legislative process and determine the fiscal and policy impact of new legislation.

What You'll Need for Success:

Education:

  • Bachelor’s degree in Public Policy, Business Administration, Economics, Health Policy, Accounting or related field. 
  • Partial completion and continued effort toward the completion of a Masters Degree or a CPA certificate would be preferred. 

Experience:

  • Two to three years of relevant work experience. 
  • An advanced degree in an appropriate field could be a substitute for some work experience. 
  • Relevant work experience could be substituted for, an advanced degree. 

Skills:

  • General knowledge of the budgetary process.
  • Broad knowledge of state government structure, administrative procedures, federal grants and the legislative process.
  • Analytical and quantitative skills including knowledge of finance, accounting, statistics and economics.
  • Competent in Microsoft Excel.
  • Good research and writing skills. 
  • Ability to prepare and deliver presentations on complex issues in understandable terms.
  • Interpersonal and communication skills suitable for a wide variety of audience contacts including agency directors, program administrators and elected officials. 
  • Confidence and capability to learn on the job and adapt quickly to changing circumstances.
