Role Overview:

This position works independently to make significant recommendations and decisions for grant and budgeting functions of the agency. Work is reviewed for impact on and consistency with agency goals and objectives. 

 

Salary Statement:

The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.

 

A Day in the Life:

The essential functions of this role are as follows: 

  • Provide quality monitoring of budgets, reporting and utilization of assigned federal and state grants in coordination with Budget Analyst E7. 
  • Perform strategic financial analysis to support agency decisions related to procurement, contracting, personnel, cost allocation, and overall fiscal strategy aligned with agency goals. 
  • Assist agency budget development and implementation to ensure alignment of cascading goals. 
  • Create fiscal impact statements and cost benefit analysis for proposed changes in state laws, regulations and agency policy and practice. 
  • Develop strategies, projections, and analytic reports to inform division and agency goals and objectives. 
  • Ensure appropriate internal controls are in place for related processes. 
  • Perform additional duties as assigned.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirement to be considered for employment:

  • Require extensive working knowledge of PeopleSoft HR, PeopleSoft Financials, including Query Manager, SCM and Journal Entry. 
  • Must possess excellent communication skills in both individual and group settings. 
  • Must be proficient in Microsoft Office products, particularly Excel.  
  • Must possess the ability to understand and integrate independently complex and sophisticated concepts. 
  • Comprehensive knowledge of agency operations, functions, and principles of management and administration. 
  • Ability to establish goals, plan activities, coordinate work, evaluate effectiveness, and take corrective actions when necessary. 
  • Extensive knowledge of PeopleSoft Financials and Time and Labor. 
  • Highly detail-oriented with a focus on providing quality customer service. 
  • Extensive knowledge of federal and state laws, regulations, policies, and procedures and how they apply to financial management. 
  • Strong verbal and written communication skills. 
  • Ability to analyze and solve complex grant, budgeting, and fiscal analysis issues. 
  • Ability to prioritize tasks and maintain efficiency and accuracy. 
  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
