Salary

This position traditionally starts at an annual salary of $53,222.00. Salary for this position may be commensurate with education and job experience. 

 

Location: 

This position is located in INDOT’s Central Office, Indianapolis.

 

A Day in the Life:

  • Coordinate with project engineers and other INDOT staff to redistribute funding between categories, items, and des numbers on the same contract, taking careful consideration of the various funding components and eligibility within.
  • Provide updated financial data in Scheduling Project Management System (SPMS) program tab upon successful award of construction contracts.
  • Establish Site Manager/AASHTOWARE budgets that are aligned with the PeopleSoft financial system not exceeding the construction contract award or approved change orders that have been converted into Advice of Changes processed in CAPWise.
  • Resolves funding issues in Site Manager/AASHTOWARE requiring a detailed analysis of pay items associated with multiple infrastructure components associated with a construction contract; reconciles and takes corrective actions.
  • Defines and identifies federal funding allocations to be applied to eligible state and local federal aid projects;
  • Defines and applies state and local funding allocations based upon project classification;
  • Ensures all projects are reviewed for federal eligibility and applies federal funds based upon prescribed percentages;
  • Performs fiscal analysis on funding requests and related material for compliance with established guidelines;
  • Ensures federal program eligibility when identifying federal participation and subsequent reimbursement;

What You'll Need for Success:

  • Bachelor’s degree specializing in Finance/Public Administration/Accounting/Governmental Accounting or the equivalent based upon work experience
  • Prefer at least two (2) years fiscal related experience
  • Demonstrated ability to quickly understand complex agency financial systems including; PeopleSoft, the Scheduling Project Management System, the Federal Highway System, Capital Program Funding System (CAPWise); SiteManager/AASHTOWARE
  • Must be able to understand and comprehend the many aspects of projects from implementation to closing;
  • Ability to communicate on various levels with federal, state, counties, and cities to disseminate information and explain programs and policies;
  • Maintain knowledge of Metropolitan Planning Organizations and Local federal aid polices; and ability to understand and apply said policies;
  • Intermediate Microsoft Excel skills;
  • Demonstrated knowledge of an agency organization and function including how state, local, and federal might have different funding mechanisms, with a working knowledge of how to obtain state, local, and federal accounting, budgeting, and applicable laws, policies and procedures;
