About Indiana Finance Authority (IFA):

 

The Indiana Finance Authority oversees state-related debt issuance and provides efficient and effective financing solutions to facilitate state, local government, and business investment in Indiana.  IFA enables the State of Indiana to communicate as one voice with the various participants in the financial markets: 1) the Indiana Development Finance Authority, 2) the State Office Building Commission, 3) the Indiana Transportation Finance Authority, the 4) Recreational Development Commission, the 5) State Revolving Fund Programs, 6) the Indiana Brownfields Program, and 7) Indiana Health and Educational Facilities Finance Authority.

 

Role Overview

 

The Project Manager provides technical, financial, educational and legal assistance for the Indiana Brownfields Program, an environmental program managed by the Indiana Finance Authority. The Program engages a wide range of partners in redeveloping known or suspected contaminated properties. You will support the mission to assist in the cleanup and reuse of brownfields by providing flexible and creative tools to help communities identify and mitigate environmental barriers that impede local economic growth. You will work closely with private parties interested in acquiring or operating on a brownfield to clarify concerns about potential cleanup liability. The Program provides various forms of financial assistance to or for the benefit of Indiana communities for environmental investigation, cleanup, and redevelopment. The Program also conducts outreach to communities and other brownfield partners about federal funding opportunities, technical cleanup issues, and common impediments to successful brownfield redevelopment. 

 

Salary

 

The salary range is $60,000 - $65,000 annually but may be commensurate with education or work experience.

A Day in the Life:

 

Responsibilities include:

  • Coordinate with partners as needed to manage and monitor redevelopment projects.  This may include the Department of Environmental Management, project partners, local governments, community development corporations, property owners, attorneys, consultants, and real estate developers.
  • Provide field oversight of program-contracted consultants removing underground storage tanks.
  • Coordinate and lead meetings with internal and external partners on issues such as 
  • Ensure file and database entry and maintenance.
  • Review and evaluate technical reports such as environmental assessments, work plans, cost estimates, etc.  Use IDEM's Risk-based Closure Guide (R2) to make closure determinations.
  • Review and process invoices.

What You'll Need for Success:

 

Credentials:

  • Bachelor's degree in Environmental Science, Geology, Biology, Policy, Engineering, or a related environmental discipline.
  • Five years of experience in land remediation or a related environmental field.
  • Licensed Professional Geologist or Certified Hazard Material Manger preferred.

 

Additional qualifications:

  • Effective verbal and written communication skills.
  • Knowledge of environmental terminology and remediation methods.
  • Flexibility and adaptability.
  • Solution-oriented and results-driven.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
