Summary/Objective:

The Broadband Project Manager position serves the state of Indiana Office of Broadband Opportunities and the Lt. Governor as the individual responsible for serving as a subject matter expert providing knowledge of concepts and theory that relate to multiple areas of specialization. The Project Manager is responsible for a wide array of duties for the Office of Broadband Opportunities, including keeping the Director’s calendar, coordinating meetings and speaking engagements, assisting with material and print needs, etc.  The project manager is responsible for the development, delivery, and ongoing management of various short and long-term projects and programs. This position will support policy analysis, short and long-term research, and evaluation of projects. They will be responsible for assisting the Director in the oversight, management and expansion of the Broadband Ready Community to support broadband development and adoption.

Essential Job Responsibilities:
  • Develop information and policy on broadband related topics and issues.
  • Create and present information, educational materials and support to other state agencies to promote broadband access and adoption.
  • Provide research, and work with local and state officials to identify & streamline ordinances and regulations impacting broadband deployment and use.
  • Assist communities and broadband providers in seeking financial resources and economic development incentives.  
  • Develop educational materials related to efforts to understand true availability and speed levels, data gathering, and research;
  • Research and explore best practices locally and nationally to increase broadband access and adoption, and implement relevant programming when possible with an emphasis on encouraging community led initiatives.
  • Monitor the activities of regulatory agencies including the Federal Communications Commission (FCC) and the Indiana Utility Regulatory Commission (IURC) as it relates to broadband.
  • Support the development of strategic partnerships to increase broadband deployment and infrastructure improvements.
  • Assist with planning and support of the advisory group and statewide/regional meetings; Create and manage travel, training, and logistical needs for the office of Broadband Opportunities.
Preferred Experience:

 

  • Familiarity and understanding of state and local government;
  • Considerable organization and time management skills, attention to detail and high level of accuracy;
  • Ability to work independently under general direction an manage multiple projects and priorities;
  • Considerable knowledge of project management theories and practices and the ability to apply that knowledge to establish program goals, priorities and methodology both orally and in writing;
  • Extensive knowledge of an entire program area(s) and the source materials and references including federal and state laws governing the projects/program;
  • Extensive knowledge of the understanding of  the relationships between Indiana’s community economic development goals and various programs and  services provided by the office;
  • Ability to comprehend, analyze, interpret and correlate very technical material and make recommendations on implementation in current programs;
  • Ability to develop and implement new principles and polices and discern any far reaching implications;
  • Ability to maintain effective working relationships with federal and state agencies.
Requirements:
  • B.S./B.A. degree required plus a minimum of five years relevant work experience;
  • A valid Indiana Operator driver's license in good standing with the Indiana Bureau of Motor Vehicles and the ability to travel within the State of Indiana and nationally;

Salary:

The starting salary is $47,000 but will commensurate with education and professional experience.
