About the Indiana State Personnel Department (INSPD):

Salary Statement

The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.

 

A Day in the Life:

This role serves as a strategic and operational leader responsible for program oversight, financial management, organizational effectiveness, and staff supervision. The position supports agency leadership through planning, policy development, fiscal stewardship, performance management, and data-driven decision making to ensure programs operate efficiently, remain compliant, and meet organizational goals. This position works cross-functionally with internal teams, government partners, stakeholders, and the public to strengthen operations, optimize financial performance, and deliver high-quality services. 

 

Essential Functions: 

Leadership & Program Management 

• Review and evaluate organizational effectiveness, strategic priorities, and program performance; develop and implement recommendations for improvement.

• Assist the Director in developing and coordinating plans, policies, resources, and agency mission, goals, and expectations.

• Guide agencies and the public regarding applicable laws, rules, and policies.

• Coordinate with federal, state, and local government officials, community leaders, and stakeholders on planning and program initiatives.

• Support legislative tracking, special initiatives, audits, and compliance-related activities. 

• Communicate with news media and external partners in a professional public relations capacity as needed.

 

Financial Strategy & Analysis 

• Analyze financial and operational data including claims, utilization, revenue, expenses, and trends to forecast costs and evaluate program performance.

• Prepare and analyze monthly and annual financial statements, budgets, reports, and projections.

• Develop membership, expense, and revenue forecasts and monitor budget variances.

• Calculate and evaluate key performance metrics

• Monitor spending and recommend cost-containment, revenue enhancement, and efficiency strategies.

• Create financial summaries, dashboards, and presentations for leadership and stakeholders to support informed decision making.

• Collaborate with data and analytics staff to design reports and ensure data accuracy and integrity.

 

Supervision & Workforce Leadership 

• Recruit, select, onboard, train, and develop employees to ensure clear expectations and professional growth.

• Assign work, manage workflow, and determine workload priorities.

• Set performance expectations, monitor progress, and provide regular coaching and feedback.

• Evaluate performance and initiate corrective or disciplinary actions when appropriate.

• Ensure work products meet quality standards, deadlines, and established procedures. Budget & Operations Oversight

• Assist with monitoring agency or program budgets, including revenues, expenditures, and projections.

• Ensure compliance with financial, regulatory, and operational requirements.

• Support process improvement initiatives that enhance efficiency and service delivery.

 

What You’ll Need for Success:

You must meet the following requirements to be considered:

• Extensive knowledge of agency or organizational programs, business practices, and public sector operations

• Strong understanding of budgeting, forecasting, financial reporting, and program evaluation

• Ability to analyze complex financial and operational data and translate insights into action

• Ability to develop and measure program outcomes and performance metrics

• Ability to identify problems, assess accuracy and relevance of information, and apply sound judgment to generate solutions

• Strong stakeholder management and customer service skills

• Outstanding interpersonal and communication skills with the ability to influence leaders at all levels

• Ability to assign work, set direction, and manage workflow effectively

• Ability to coach, develop, and provide corrective guidance to staff

• Ability to make logical, objective, and well-informed decisions
