About the Indiana Department of Revenue:

Salary:

The salary for this position typically starts at $30,082 annually.

 

Position Specific Information:

 The incumbent will receive the specialized training to ensure they have the proper knowledge to provide technical assistance and the ability to research information to confirm compliance with the Federal Bankruptcy Code and state laws. They will be trained on policies and procedures to make certain they are maximizing the State's portion of distributions to mitigate collection losses; this will ensure that they can protect the interest of the Department efficiently and effectively within the bankruptcy proceedings, as well as have the ability to address taxpayer's bankruptcy-related issues. This is achieved while maintaining a professional and tactful working relationship with The Attorney General's Office, Debtor Attorneys, Bankruptcy Trustees Office’s, and Internal Staff.

 

 

About the Job:

 The general purpose of the Bankruptcy Specialist is to provide technical assistance, knowledge, and research of information to ensure compliance with the Federal Bankruptcy Code and state laws and procedures, maximizing the State’s portion of distributions to mitigate collection losses, efficient and effective protect the interest of the Department within the bankruptcy proceedings, and addresses taxpayer’s bankruptcy-related issues. This is achieved while maintaining a professional and tactful working relationship with The Attorney General’s Office, Debtor Attorneys, Bankruptcy Trustees Office, and Internal Staff. This position efficiently and effectively protects the interest of the Department within the bankruptcy proceedings and addresses taxpayers’ bankruptcy-related issues.

A Day in the Life:

The essential functions of this role are as follows: 

 

  • Researches Bankruptcy Notices in RPS for possible unpaid/unfiled tax liabilities
  • Researches Bankruptcy information in the federal court docket system PACER
  • Files claims for outstanding liabilities with the assigned Bankruptcy Court using RPS and PACER Computer systems.
  • Enters statistical claim data in the Bankruptcy Claim Breakdown Report
  • Amends and Withdraws claims electronically using RPS and PACER computer systems
  • Reviews, edits and processes in coming tax returns
  • Works and clears suspended tax return and payments as appropriate for entities in bankruptcy this is done in RPS when there are errors that stop processing.
  • Closes business accounts in RPS for entities in bankruptcy as needed
  • Transfers/moves payments in RPS for entities in bankruptcy that have been applied improperly
  • Transfers returns within different account periods in RPS for entities in bankruptcy
  • Reviews and forwards any case that needs legal attention for claim and plan related issues within procedurally approved range to the Attorney General’s Office designee; forwards and reviews issues outside of procedurally specified range first with Supervisor to review appropriately and approve before forwarding to Attorney General’s Office, which represents IDR in court related to bankruptcy matters
  • Reviews and prepares weekly hearing updates for the Attorney General’s Office on assigned cases
  • Reviews accounts and applies bankruptcy payments received from the Trustee in accordance with the Federal Bankruptcy Code in RPs
  • Reviews incoming mail and correspondence, updates bankruptcy files accordingly and enters this data in the Incoming Mail Report
  • Answers incoming phone calls from taxpayer’s, attorneys and Trustee’s and internal employees from different areas of the department regarding bankruptcy cases
  • Provides assistance to taxpayers in person, by phone, mail or email advising, instruction and furnishing information with respect to State taxes due in accordance with the Federal Bankruptcy Code
  • Interprets and applies Federal Bankruptcy Law, rules and regulations in identifying and resolving technical tax problems;
  • Reviews items in the RPS Case Management Queue daily and updates reviewed accounts; enters data into the Queue review sheet
  • These additional duties may be performed depending on the job assignment:
  • Bankruptcy: Provide technical assistance, knowledge, and research of information to ensure compliance with the Federal Bankruptcy Code and state laws and procedures, maximizing the State’s portion of distributions to mitigate collection losses, efficient and effective protects the interest of the Department within the bankruptcy proceedings, and addresses taxpayer’s bankruptcy related issues.

What We're Looking For:

  • Two years’ experience as a Tax Analyst 4,
  • Or two years post-secondary education in business, accounting,
  • Or related field, and one year experience as a Tax Analyst

  • Strong knowledge and application of systems such as RPS, PACER, G-Drive and Bitvise SSH Client.
  • Ability to multi-task and assist with special projects and assignments.
  • Extensive knowledge of Bankruptcy Laws and legal practices.
  • Learn to interpret bankruptcy and tax guidelines and regulations, and to apply them specific tax situations.
  • Ability to discuss and settle tax matters in a tactful and responsive manner with taxpayers, Attorneys, Bankruptcy Trustees, Attorney General’s Office and other divisions or agencies.
  • Research bankruptcy issues using various resources
  • Apply and understand ethics and confidentiality laws
  • Ability to communicate effectively both orally and in writing

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
