About the Job:

The Deputy General Counsel provides sound and timely legal counsel for the Bureau of Motor Vehicle's departmental representatives. The incumbent is charged with ensuring compliance with all state and federal laws and statutes.

A Day in the Life:

  • Advise Chief Legal Officer and BMV departments on legal matters, applicable laws and policies, and potential resolutions;
  • Provide advisory counsel to the leadership of assigned lines of business, including Finance, Communications, IT, HR, and others;
  • Monitor the status of Legal Department projects and work with department legal staff to ensure prioritization and completion of projects
  • Review and respond to Material Error Reviews submitted by customers;
  • Oversee all contracting, procurement, and MOU legal efforts for the agency;
  • Manage the Contracts Staff Attorney as a direct report;
  • Formulate recommended solutions that are workable within the structure of applicable law; 
  • Interpreting court orders and providing legal advice regarding the management of driver and vehicle records;
  • Research and draft legal memos on various topics, as need;
  • Research recent legal decisions and changes in Federal and State motor vehicle laws; 
  • Receive Customer communications, investigate issues and formulate proper resolutions;
  • Respond to correspondence concerning legal matters;
  • Work with assigned lines of business on rulemaking efforts;
  • Assist department supervisors with reviewing and editing their departments’ policies; 
  • Work with the BMV legislative director and staff on agency legislation efforts; 
  • Review and edit BMV notices and state forms; 
  • Participate in continuing legal education programs; and
  • Performing additional assignments as assigned.
     

What You'll Need for Success:

  • Doctorate of Jurisprudence;
  • Indiana Bar Admission; license in good standing;
  • Strong legal research and writing skills;
  • Strong communication and public speaking skills;
  • Demonstrate strong knowledge and ability to apply relevant statutes, case law, and rules.
  • Demonstrate knowledge of all functions of the Bureau of Motor Vehicles;
  • Strong interpersonal skills; and
  • Thorough knowledge of and ability to research, interpret, and apply federal and state laws and regulations.

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.
