Role Overview:
As the BMV staff attorney you will provide legal counsel for the Bureau of Motor Vehicles and provide sound and timely legal advice to agency departmental representatives. The BMV Staff Attorney is charged with ensuring compliance with all state, federal laws, and statutes.
Salary Statement:
The salary for this position traditionally starts at $85,020.00.
A Day in the Life:
The essential functions of this role are as follows:
• Reports to Deputy General Counsel and Chief Legal Officer
• Advises BMV Contracts, Branch Operations, and Document Management departments
• Reviews, edits, and approves all BMV MOUs, contracts, statements of work, web service agreements, or any similar agreements as well as any amendments, addendums, extensions, or renewals thereto
• Serves as agency Title VI and ADA Coordinator
• Oversees agency administrative rulemaking processes
• Subject matter expert with regard to agency insurance questions, records request, rulemaking, bulk data sales, data releases, BMV Enhanced Access agreement, and self-insurance
• Advises on APRA request responses, including responding to inquiries and appropriately redacting personal information
• Oversees internal appeals process for personalized license plate messages
• Oversees appeal process of personalized license plate messages
• Oversees Special Group Recognition license plate program
• Oversees agency rulemaking processes
• This individual makes major contributions to the agency regarding policy, major objectives, and program practices.
• This individual will be expected to partner with agency personnel and related stakeholders working towards completion of assigned functions.
• Exceptional customer service must be provided to agency partners and/or the general public.
• Partnership with relevant public agencies, federal/state/local governments, and/or community leaders may be required.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
The ideal candidate in this role should minimally have:
• Doctorate of Jurisprudence
• Indiana Bar Admission; license in good standing for at least five (5) years
• Strong legal research, writing, communication, and public speaking skills
• Demonstrated knowledge of functions of the Bureau of Motor Vehicles
• Strong communication and public speaking skills
• Demonstrated strong knowledge and ability to apply relevant statutes, case law and rules
• Demonstrated knowledge of all functions of the Bureau of Motor Vehicles
• Strong interpersonal skills
• Thorough knowledge of and ability to research, interpret and apply federal and state laws and administrative regulations.
