About the Indiana Office of Administrative Law Proceedings (OALP): 
The Indiana Office of Administrative Law Proceedings (OALP) was established as a new state agency in 2020 to provide a central and independent hearings process for administrative cases with different Indiana State agencies. OALP has a staff of administrative law judges (ALJs) who hear disputes between certain state agencies and persons aggrieved by that agency’s action, as well as a team of Legal Assistants (LAs) who assist our ALJs with case management and data. Some of the state agencies for which OALP hears cases include the Family and Social Services Administration (FSSA), the Department of Child Services (DCS), and the Bureau of Motor Vehicles (BMV). The mission of OALP is to provide efficient, effective, and impartial adjudicatory processes for Indiana’s citizens and agencies.

 

Role Overview

The OALP Staff Attorney provides legal support to the agency under the direction of the General Counsel. This position conducts legal research, drafts and reviews policies, assists with legislation and administrative rule development, and provides support on legal and operational issues as needed. The attorney may support litigation related work, maintain legal records, prepare written legal analyses, and ensure agency practices align with applicable laws and regulations. 

 

Essential Functions:  

• Provide legal support to the General Counsel on various agency matters. 
• Draft, review, and provide legal analysis for agency policies, procedures, and legal documents. 
• Research, interpret, and advise on laws, rules, regulations, and legal opinions impacting agency operations. 
• Draft and review proposed legislation and administrative rules as needed. 
• Utilize legal resources, dockets, files, and official records relevant to agency legal matters. 
• Apply litigation skills as needed in support of agency legal matters. 
• Assist in organizing and managing caseloads for legal tasks. 
• Review pleadings, motions, discovery, and similar legal materials. 
• Update training materials and agency policies to reflect legal changes or best practices. 
• Prepare legal memoranda, briefs, or other written legal assignments. 

 

Minimum Qualifications and Competencies:

• Juris Doctor (J.D.) degree from an accredited law school. 
• Recent passage of the Indiana Bar Examination and admission to practice law in the State of Indiana. 
• Strong legal research, writing, and analytical skills. 
• Ability to interpret statutes, regulations, and case law and apply them to operational settings. 
• Effective written and verbal communication skills, including the ability to explain legal concepts to nonlegal staff. 
• Strong organizational skills with the ability to manage multiple assignments, deadlines, and priorities. 
• Proficiency in reviewing, drafting, and editing legal documents with attention to detail. 
• Ability to work collaboratively with internal and external stakeholders. 
• Professional judgment, discretion, and the ability to maintain confidentiality. 
• Commitment to learning agency operations, legal frameworks, and applicable administrative processes. 

 
Salary Statement

The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.
