About the Commission for Higher Education:

Created in 1971 by an act of the General Assembly and signed into law by then-Governor Edgar Whitcomb, the Indiana Commission for Higher Education is now in its fifth decade of service to the State of Indiana. The Commission is a fourteen-member public body created to:
•    Define the educational missions of public colleges and universities;
•    Plan and coordinate Indiana’s state-supported system of post-high school education, taking into account the plans and interests of independent colleges and universities;
•    Review both operating budget and capital budget appropriation requests from public institutions;
•    Approve or disapprove for public institutions the establishment of any new branches, campuses, extension centers, colleges or schools;
•    Approve or disapprove for public institutions the offering of any additional associate, baccalaureate or graduate degree or certificate program of two semesters or more in duration;
•    Review all programs of public institutions and make recommendations to the governing board of the institution, the Governor, and the General Assembly concerning the funding and the disposition of these programs; and,
•    Distribute student financial aid from state aid programs.
The Commission is not a governing board, but a coordinating agency that works closely with Indiana’s public and independent colleges. In addition, The Commission has strong working relationships with many other State agencies, including the Department of Education, the Department of Workforce Development, and the Independent Colleges of Indiana.

The Commission for Higher Education plans and coordinates Indiana's state-supported system of postsecondary education. The Commission reviews appropriation requests from the institutions administer the state financial aid program and oversee the board for proprietary education.  As a coordinating body, the Commission forms partnerships with multiple constituencies to promote access to and affordability of postsecondary education.  The Commission for Higher Education consists of a fourteen-member governing board appointed by the Governor and a full-time professional staff.  The Commission for Higher Education offices are located in downtown Indianapolis and public meetings take place across the state.



This position traditionally starts between $100,000 - $120,000 per year and may be commensurate with education and work experience.

About the Job:

Position is primarily responsible for the development, planning and implementation of the Commission’s K-12 strategy for postsecondary attainment through the further development and leadership of an existing K-12 outreach team. These objectives are to be carried out through the unique blending of policies, partnerships and programs. Position functions as both a thought leader and program administrator for multiple key K-12 partnerships. Position reports directly to the commissioner. 

A Day in the Life:

The essential functions of this role are as follows:

  • Researching, developing and implementing policies specifically formulated from national best practices and situation assessments for the K-12 space that will result in significant improvements to outcomes including the college-going rate, 21st Century Scholars utilization, increased completion of the Indiana College Core and other credentials, increased utilization of the Frank O'Bannon Grant, among others. 
  • Work closely with the Commissioner and Associate Commissioner for Public Policy to continue developing and implementing strategic efforts to improve the college-going rate of high school graduates, including efforts to expand access and completion in the 21st Century Scholars program.
  • Work alongside the Senior Associate Commissioner for Academic Affairs to identify best practices and build an outcomes-focused strategy to implement those evidence-based practices surrounding dual credit and dual enrollment, credit transfer, stackability of credentials, etc. 
  • Stay abreast of national trends, research and best practices to improve the college-going rate.
  • Present information in a variety of settings including Commission meetings, legislative hearings, conferences, speaking engagements, etc.
  • Maintain and grow key partnerships with statewide shareholders in the public, private, non-profit and philanthropic communities including the Indiana Department of Education, Governor’s Workforce Cabinet, Department of Workforce Development, school superintendents and principals, K-12 focused associations, etc.
  • Work closely with the Chief Economist and Associate Commissioner for Business Intelligence to build upon and further develop methods for identifying and implementing ideas and concepts based upon data, insights and actions to create the most impact on the college going rate and successful implementation of the Commission's K-12 focused programs, including those listed above.
  • Work in partnership with the Associate Commissioner for Business Enterprise Solutions to identify and implement software solutions that streamline student and community partner experience across interactions with commission staff, programs, and policy.
  • Manage a team of outreach professionals to continue building grassroots support within key K-12 thought leaders at the local level.
  • Oversee the continued growth of existing partnerships including with Padres Estrellas, EARN Indiana, ScholarCorps participating institutions and others.
  • Lead efforts to transform current K-12 programs including the STEM Teacher Recruitment Fund, the Next Generation Hoosier Educators Scholarship, Teacher Residency Grants and others.
  • Work alongside the Associate Commissioner for Marketing and Communications to ensure uniform messaging is properly disseminated among groups and organizations who work with K-12 youth such as INvestEd, higher education institution admissions departments, the Independent Colleges of Indiana and multiple non-profit organizations.
  • Oversee the application for and management of federal and philanthropic grants aimed to improve college readiness and post-secondary attainment.
  • Oversee and maintain the ScholarCorps program through partnership with Serve Indiana and participating postsecondary intuitions. 
  • Report to and partner with the CHE Commissioner.
  • Partner with the Associate Commissioner for Finance and Operations to reorganize the current team structure within the outreach staff and develop updated job descriptions and operational policies to accomplish the objectives of the K-12 strategy.
  • Manage the day-to-day operations and organizational functions of the K-12 Strategy team.

What You'll Need for Success:

• Minimum of a bachelor’s degree and 5 years work experience in higher education and/or K-12 education. (Advanced degree preferred) 
• Excellent written and verbal communication skills, including public speaking skills, listening and information processing and synthesizing skills.
• Familiarity with higher education policy, practice and broader economic and other trends influencing postsecondary access and success.
• Proven track record of developing and implementing successful policies, programs, and partnerships and meeting or exceeding stretch goals/metrics. 
• Strong strategic, analytical, organizational and interpersonal skills.
• Strong computer literacy, including the Microsoft suite and related office productivity software.
• Supervisory experience required.
• Willingness and ability to travel several times per year.

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.

Difficulty of Work:

The position will be responsible for leading and managing the Commission's efforts to increase access and utilization of higher education by recent high school graduates. Work is a combination of strategy/thought leadership and program/policy implementation. Incumbent must effectively coordinate work activities in a semi-autonomous team environment.


The position is responsible for developing and implementing the Commission's K-12 strategy. It is expected that implementation will require the buy-in of key external stakeholders as well as from inter-departmental peers and their respective staff. The incumbent must be able to build support for the Commission’s strategic initiatives and track their success over short and extended periods of time. Ultimately, the incumbent is held accountable by the Commissioner for the success of the Commission's K-12 strategy including reversing the trend in the college-going rate
