Role Overview:

The Assistant Director (AD) of COBCU (Central Office Background Check Unit) works independently following executive orders, statutes, rules, regulations, and accepted guidelines.  The AD makes a contribution in the development and implementation of significant programs within the agency. The AD partners with the Indiana State Police (ISP) under a Memorandum of Understanding/Agreement with the Federal Bureau of Investigation (FBI) and ISP to ensure all purposes for fingerprinting under Indiana Code and are approved through the FBI with acceptable Originating Agency Identifier (ORI) numbers. The AD coordinates with DCS Central Office divisions and DCS field staff on all background check related areas including guidance regarding Indiana or federal law as it relates to background checks, while ensuring the DCS remains compliant with federal requirements. In this role, the AD has the responsibility for the oversight and relationship with the State approved fingerprint vendor in meeting the needs of the Department of Child Services (DCS). The AD reviews proposed legislative changes and offer feedback to DCS executive staff on potential barriers, issues, opportunities and how DCS practice and policy may be impacted. This includes working with Policy Unit when updates are needed so that current policy is not in conflict with Federal or State laws/regulation or DCS procedures. The AD has the oversight of the Central Office Background Chek Unit (COBCU) supervisors who are responsible for the supervision of background consultants who are completing the daily work which includes but not limited to the following:  Child Protective Index/Child Protective Services (CPI/CPS) checks; Potential waiver of a background check (in accordance with Indiana Code and DCS policy); and, Interstate Identification Index (Triple I)  to assure compliance with FBI/ISP regulations. In this role the AD is responsible for being compliant with the parameters of Criminal Justice Information Services (CJIS) including the confidentiality and safeguarding of information related to background investigations.


Salary:

This position traditionally starts at an annual salary of $75,010. Salary for this position may be commensurate with education and job experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement.
  • Assist the Director with developing and coordinating plans and policies, resources, and mission as well as goals, vision and expectations of agency or program.
  • Provide guidance to agencies and the public regarding applicable laws and rules.
  • Supervise subordinate personnel including hiring, determining workload, and authorizing assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action.
  • Coordinate with other government officials on planning issues. 
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectation, measure progress, provide ongoing feedback, and evaluate the performance of employees.  Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:

You must meet the following requirement to be considered for employment:

  • A Bachelor's Degree is required. 
  • Extensive knowledge of agency and/or organizational program(s) and business practices.
  • Extensive knowledge of State programs and resources, public policy, and program evaluation.
  • Ability to develop and/or measure program outcomes.
  • Ability to identify problems, determine accuracy and relevance of information, and use sound judgment to generate and evaluate alternatives and to make recommendations.

Responsibility:

The Assistant Director works independently following executive orders, statutes, rules, regulations, and accepted guidelines.  Decisions and major recommendations are reviewed for compliance with agency policy and attainment of goals.  The Assistant Director makes a contribution in the development and implementation of significant programs within the agency.  The consequence of errors within this position may have significant adverse effects on the children, the agency and programs.   

Further responsibilities of the position are follows (but not limited to):
