Salary:
This position traditionally starts at an annual salary of $75,010. Salary for this position may be commensurate with education and job experience.

Role Overview:
The Assistant Director supports the Director with oversight of fiscal management staff assigned to specific funds and program areas. You will directly supervise total fiscal management of the State Board of Education, Student Learning Recovery Grant, Chief State School Officers, and Indiana MAC funds. This includes:
- Planning, developing, organizing, and developing all budgeting and accounting responsibilities within the groups.
- Assisting with unit workflow and processes to ensure compliance with federal, state, and agency financial standards.
- Training personnel for independent action and decision-making.
A Day in the Life:
- Establish procedures for the Accounting Section appropriate for the fiscal management and planning within the designated state, dedicated, and federal funds.
- Resolve and negotiate accounting problems that may arise between the Finance Division, program areas, or other state and federal agencies.
- Coordinate and direct the preparation of budget expenditure reports to ensure compliance with strict guidelines and review fiscal analyses and trends in spending.
- Direct and establish internal and external communication processes and points of contact.
- Prepare, justify, and review IDOE budget reports, requests, and allotments.
- Promote process improvement and increase efficiencies for policies, procedures, accounting, bookkeeping, budgeting, and compliance with quality assurance checks.
- Work to ensure adherence to guidelines and policies and provide training when appropriate.
- Coordinate and direct the preparation of the assigned service line expenditure reports and ensure compliance with strict guidelines and review fiscal analyses and trends in spending.
- Maintain the ledger for the assigned service line funds, perform the drawdown monthly on federal grants and MOU, and manage the allotment of funds on the state accounts.
- Complete PARs (Personnel Activity Report) and semi-annual certifications in compliance with Federal regulations specific to the funding program.
- Coordinate as needed with CPA firm audit requests on Charter Schools.
- Assist as needed with the indirect direct cost plan.
- Assist as needed with the Department’s compliance with the Cash Management Improvement Act.
- Assist as needed with internal and external audits and responses as appropriate to audit findings.

What You'll Need for Success:
You must meet the following requirements to be considered for employment:
- Bachelor's Degree in Accounting (or related field) or 4 - 6 years of experience in state government accounting.
- In-depth knowledge of government accounting, budgeting, and auditing.
- Extensive knowledge of state and federal laws, policies, and procedures related to agency fiscal management.
- Ability to:
- Develop new or modify existing accounting procedures and methods to meet agency needs.
- Analyze and solve complex accounting, budgeting, and auditing problems.
- Prepare, justify, and review budgets.
- Analyze expenditures and determine cost-effectiveness.
- Thorough knowledge of state government organization and function.
- Significant knowledge, training, and experience with federal grants reporting, the Cash Management Improvement Act, accounting standards, and federal OMB circulars.
- Knowledge of federal and state laws, policies, Financial Management Circulars, and guidelines specific to the incumbent’s area of funding and/or program(s).
