About the Family & Social Services Administration:
The Office of Medicaid Policy and Planning (OMPP) is a division within the Family and Social Services Administration, which receives around 13 percent of the state's budget to ensure vital health care coverage to approximately 1 in 5 Hoosiers. OMPP strives to build programs and processes that enable Hoosiers to live in fully engaged communities and reach their greatest emotional, mental and physical well-being. Role Overview:
This role serves as the Director of Medicaid Reimbursement Compliance and will oversee the Long-Term Care (LTC) Reimbursement Team, the Acute Care Reimbursement Team, and the State's Rate Setting / Auditing vendor. The LTC Reimbursement team oversees Medicaid provider rate setting for Nursing Facilities, Group Homes, the State's Home Health Program, Hospice Services, and PACE programs. The LTC team oversees an external vendor that performs related required audits. The Acute Care Reimbursement team supports provider rate setting for State programs and establishes reimbursement levels for Hospitals, Physician and Ancillary Services. This team also manages supplemental payment programs for Hospitals, Federally Qualified Health Centers, Rural Health Clinics, and for physician faculty members of teaching hospitals. This role is in-office and located in downtown Indianapolis.
The ideal candidate will a bachelor's degree in a related field (Accounting, Finance, Health Administration, Math, Statistics or similar) plus at least seven years of healthcare rate setting experience. Master’s degree, preferred. A minimum of five years of experience in revenue cycle, policy, fiscal management or similar claims-based roles is required and a minimum of three years of staff management and evaluation experience is preferred. The ideal candidate will also have a passion for public service.
Salary Statement:
The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
- Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement.
- Assist the Director with developing and coordinating plans and policies, resources, and mission as well as goals, vision and expectations of agency or program.
- Provide guidance to agencies and the public regarding applicable laws and rules.
- Supervise subordinate personnel including hiring, determining workload, and authorizing assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action.
- Assist with monitoring agency or program budget including revenues, expenditures, and budget projections.
- Communicate with news and other media and respond to media questions or requests in an appropriate public relations manner.
- Coordinate with other government officials on planning issues.
- Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
- Set expectation, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
