About the Indiana Office of Technology (IOT):
To provide cost-effective, secure, consistent, reliable enterprise-technology services to our partner agencies so that they can better serve our mutual customer, the Hoosier taxpayer. IOT will also act as the technology and solution enabler for the State, helping its partner agencies achieve business objectives and innovation.


The starting salary for this position may be commensurate with education and/or experience.

About the Job:

The Applications Development Manager manages a team of analysts and developers responsible for application development projects for the State of Indiana. Projects revolve around custom full stack applications for various agencies. Application management will follow the agile methodology. 

A Day in the Life:

The essential functions of this role are as follows:


The Applications Development Manager manages subordinate staff in the performance of their duties as well as all related projects. 


  • Ensures that project milestones are met while adhering to approved budgets;
  • Ensures that the Application Development Section goals are being met and costs are within budget;
  • Oversees feasibility studies, creates development timelines, and estimates costs for projects;
  • Supervise, direct, and assist subordinate personnel daily;
  • Collaborate with CTO and the Deputy CTO to establish strategic policy for Application Development;
  • Maintain current initiatives and develop long-range initiatives for technology in accordance with the direction of the State of Indiana and IOT leadership; 
  • Develop policy, procedures, technical standards, methods and priorities for information systems and their corresponding functions;
  • Develop key performance indicators (KPI) and metrics for the above knowledge areas;
  • Analyzes new technologies and prepare recommendations to keep the State of Indiana relevant with new and emerging technology; 
  • Assists in developing budgeting for the Application Development section in collaboration with CTO and the Deputy CTO.

What You'll Need for Success:

  • Bachelor's degree;
  • Five years of experience in a related field as a team member or manager, 1 to 3 years supervisory experience is desired but not required, and some knowledge in the following areas: 
    • Scrum Agile Methodology;
    • SalesForce;
    • Full Stack .Net Development;
    • Mobile development iOS & Android; 
    • SQL or other modern database languages; 
  • Broad knowledge of all information technology disciplines and general business theory;
  • Broad knowledge of the Indiana Office of Technology and its operational role in the State of Indiana;
  • Broad knowledge of the organization and management of state government;
  • The ability to negotiate complex and large sum agreements/contracts with internal partners, other state agencies, and outside vendors;
  • Be able to effectively communicate, both orally and in writing;
  • The willingness to learn and to continue to grow professionally.  

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.
