Indiana Department of Environmental Management (IDEM):
Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy.  We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

 

Salary Information:

The salary for this position starts at $61,334.00 annually. 

About the Job:

Application Systems Analyst/Programmer Specialist will be responsible for ensuring the ‘best use’ of Dynamics, Power Platform, SharePoint, DevOps, and Office 365 products by programs and program staff by providing auditing, guidance, and training. This position will be responsible for the development and maintenance of applications, workflows and functionality within Dynamics, Power Platform, SharePoint, and Office 365 to support the agency’s collaboration and process needs. This position will specifically be responsible for providing technical support for the IDEM Tanks system as well as the agency Portal in Dynamics 365 and MS Power Portal. Other duties include consulting and assisting staff with troubleshooting problems and finding solutions, documenting, and monitoring progress of the systems, following schedules, and completing assigned tasks within determined deadlines. The Application Systems Analyst/Programmer Specialist reports directly to the Cloud Solutions Manager.

A Day in the Life:

The essential functions of this role are as follows: 

  • Training of agency staff at the beginner and intermediate levels.
  • Ongoing support of D365, Azure hosted, Power Platform, and SharePoint environments and applications.
  • Development of workflows and business solutions for agency program areas.
  • Oversee implementation of sites and functionality to ensure best practices are followed.
  • Manage library of user guides and relevant online resources for agency staff.
  • Ensure that SharePoint is effectively utilized for team and document collaboration and communications in the agency.
  • Issue tracking, defect, and bug tracing.
  • Responsible for analyzing, writing, and maintaining new and modernized applications in D365, Azure, and Power Platform.
  • Works as a liaison for the agency with IOT to administer and troubleshoot issues.
  • Executes and monitors tasks to conform to shop techniques, standards, policies, and procedures.  Follows established guidelines through a complete Software Development Life Cycle.
  • Provides guidance to agency Dynamics and SharePoint users and site admins and works with management on planning for future agency solutions.
  • Creation, deliver, and implementation of updated Dynamics and Office 365 governance for agency and users.
  • Assists in in the management and support of Azure DevOps for IDEM including support for the Tanks system.

What You'll Need for Success:

  • Thorough knowledge of Microsoft Azure, Dynamics 365, and SharePoint Online Administration including platform capabilities.
  • Thorough knowledge of testing and verification in Dynamics 365, Power Platform, and SharePoint Online.
  • Thorough knowledge of creating, editing, and managing documentation.
  • Thorough knowledge of creating governance for Dynamics 365, SharePoint Online, and Microsoft 365.
  • Thorough knowledge and ability to troubleshoot and determine root cause of bugs and functionality issues;
  • Thorough knowledge and ability with retention management
  • Thorough experience with auditing and reporting
  • Thorough understanding how to implement permissions and security in Dynamics 365, Azure Portal, Power Platform, and SharePoint Online.
  • Extensive experience with InfoPath, Flow/Power Automation, and Power Apps, and SharePoint Designer
  • Thorough knowledge and experience developing custom workflows, using business connectivity services, custom components, and external information systems integration.  Experience using SharePoint reporting tools.
  • Excellent written, verbal, non-verbal communication skills are required. 
  • Experience in team facilitation and presentation for all staff levels and technical abilities
  • Extensive experience with all Microsoft 365, Azure, and Power Platform products and services including Power Apps, Flow, OneDrive, Yammer, Project Online, Microsoft Teams, Azure DevOps (Boards, Repos, Piplelines), and Power BI
  • Experience with business analysis and project management practices, methodologies, and tools and techniques preferred;
  • Experience with migration of SharePoint site collections including use of tools like ShareGate;
  • Self-starting individual with strong interpersonal, communication and leadership skills that can work independently or within a team.
  • Advanced ability to perform advanced problem solving and analytical analysis.  
  • Advanced ability to work with customers of various backgrounds and technical abilities.
  • Advanced ability to manage multiple projects and related priorities; Ability to practice effective time management.

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
