About the Indiana Board of Tax Review (IBTR):


The IBTR conducts an impartial review of appeals concerning: (1) the assessed valuation of tangible property; (2) property tax deductions; (3) property tax exemptions; or (4) property tax credits that are made from a determination by an assessing official or a property tax assessment board of appeals.  The IBTR also reviews assessment determinations made by the Department of Local Government Finance. 

Role Overview:


As the Administrative Law Judge Attorney (ALJ), you will be responsible for presiding over numerous administrative proceedings originating from determinations by assessing officials, property tax assessment board of appeals, and assessment determinations made by the Indiana Department of Local Government Finance. 

A Day in the Life:


The essential functions of this role are:

  • Research and interpret laws, promulgated rules, and legal opinions pertaining to agency operations;
  • Serve as an Administrative Law Judge (ALJ); 
  • Hear evidence, rule on the admissibility of evidence, and make reasoned decisions supported by evidence;
  • Comply with all established timelines for proceedings;
  • Ensure decisions avoid errors and are not subject to remand on account of (1) failing to address the issues raised by parties, (2) failing to develop the record as required by Indiana Law, (3) failing to adhere to hearing procedures established by law, (4) failing to be based on substantial evidence, (5) being arbitrary or capricious, and/or (6) being contrary to any constitutional, statutory, or legal principle;
  • Conduct administrative hearings while maintaining appropriate decorum; 
  • Responsible for the form, preparation, and distribution of documents related to hearings, including orders and decisions;
  • Maintain legal resources, dockets, legal files, and official records of proceedings relating to cases assigned to you in your capacity as an ALJ;
  • Recommend and follow established office objectives, policies, and procedures; 
  • Perform legal research and writing assignments; 
  • Successfully utilize agency’s case management system to manage a docket, case information, party information, and serve orders.

What You'll Need for Success:


This person must have the following requirements to be considered for employment:

  • Must have a Doctor of Jurisprudence with Indiana Bar Admission and an active license in good standing;
  • Thorough knowledge of applicable legal principles and procedures, including trial rules and rules of evidence; 
  • Thorough knowledge of all relevant federal and state laws, rules, regulations, and guidelines which relate to subject matter cases;
  • Thorough knowledge of relevant federal and state court decisions and of previous administrative hearing decisions;
  • Ability to conduct fair and impartial hearings in a professional manner; 
  • Possess judicial demeanor reflective of the Indiana Code of Judicial Conduct, including impartiality, respectfulness, civility, dignity, and the absence of bias or prejudice. 
  • Ability to communicate timely and effectively, both orally and in writing. 
  • Willingness to learn and work with a new case management system, utilizing technology to drive efficiencies. 

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
