About the job:

The purpose of this position is to serve as the subject matter expert and key point of contact for acute care reimbursement policy, which represents nearly $600 million in annual Medicaid expenditures.


This individual is involved with a variety of executive duties within a state agency or facility involving a high degree of discretion in interpretation, application and execution of all agency or department policies and programs.

Essential Job Responsibilities:

The essential functions of this role are as follows:

  • Provide leadership, day-to-day supervision, and development opportunities to the acute care reimbursement team; provide guidance for staff regarding project development and implementation.
  • Monitor and manage work of acute care rate setting contractor, maintain accountability, and ensure contractor performs in accordance with agency goals; coordinate with the Policy & Program Development Section to ensure alignment with coverage and benefits; seek opportunities for improvement
  • Ensure reimbursement methodologies are compliant and consistent with agency goals and objectives
  • Serve as key subject matter expect for acute care reimbursement; resolve reimbursement issues as identified; collaborate with the Provider Relations Section for provider-related concerns
  • Monitor emerging trends in acute care reimbursement, evaluate for applicability in Indiana, provide recommendations to the Section Director and OMPP leadership
  • Identify opportunities for training stakeholders on acute care reimbursement; work with Section Director to implement trainings/knowledge sharing activities
  • Assist with the monitoring of the State's fiscal agent for compliance with federal and state regulations related to reimbursement methodology; review and evaluate change requests for acute care reimbursement changes in the State's Medicaid Management Information System
  • Communicate complex information to staff, contractors, agency administrators, and others within expected guidelines and established timeframes
  • Assist and own other projects in support of the agency’s mission as assigned by supervisor, division executives, and agency leadership.
  • Represents agency, facility, or departments in a variety of situations with other departments, facilities, the general public and special interest groups;
  • Reviews total department or agency organizational structure and functions and prepares changes to promote efficiency and effectiveness;
  • Administers staff functions in support of program areas;
  • Prepares special reports on alternative methods of achieving new program responsibilities as related to the agency’s goals and missions;
  • Prepares administrative rules and procedures for executive administrator and/or board or commission;
  • Follows up on plans, programs and procedures to ensure progress and accomplishments;

Preferred Experience:

Bachelor's degree in a healthcare-related field, policy analysis, public administration or similar plus at least 3 years experience in healthcare required (Masters or Graduate experience helpful);

  • Extensive knowledge of source material and references; including federal and state laws governing Indiana Health Coverage Programs and acute care reimbursement
  • Proven ability to research, compile and present complex topics
  • Thorough knowledge of the theories, principles, practices and methodology of administrative management;
  • Through knowledge of department charge and programs;
  • Specialized knowledge of state government administrative structures;
  • Ability to coordinate and motivate diverse, professional and support personnel;
  • Ability to be creative in developing alternatives to meet department’s needs;
  • Effectively communicate, both orally and in writing;
  • Ability to maintain cooperative work relationships.
Supervisory Responsibilities/Direct Reports:
This role provides direct supervision for one or more staff members.

Hire Salary:   The annual minimum starting salary for this position is $ 47,476.00.

If this is an Intermittent position, the position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.
