About the Family & Social Services Administration: 

The FSSA Office of Medicaid Policy and Planning efficiently and effectively administers Medicaid programs for the state of Indiana. Medicaid is more than just health coverage—it provides a vital safety net to one in five Hoosiers. OMPP’s suite of programs, called the Indiana Health Coverage Programs, includes traditional Medicaid, risk-based managed care and a variety of waiver services tailored to the needs of specific populations.

About the Job:

This individual is involved with a variety of executive duties within a state agency or facility involving a high degree of discretion in interpretation, application and execution of all agency or department policies and programs.  This position serves as the subject matter expert and key point of contact for acute care reimbursement policy, which represents nearly $600 million in annual Medicaid expenditures.  The individual will coordinate and manage the work of the acute care reimbursement team and the State's rate setting contractor to deliver timely and accurate work products and ensure that Medicaid reimbursement rates are established in accordance with the Medicaid state plan, and state and federal laws.

A Day in the Life:

The essential functions of this role are as follows:

  • Provide leadership, day-to-day supervision, and development opportunities to the acute care reimbursement team; provide guidance for staff regarding project development and implementation.
  • Monitor and manage work of acute care rate setting contractor, maintain accountability, and ensure contractor performs in accordance with agency goals; coordinate with the Policy & Program Development Section to ensure alignment with coverage and benefits; seek opportunities for improvement
  • Ensure reimbursement methodologies are compliant and consistent with agency goals and objectives
  • Serve as key subject matter expect for acute care reimbursement; resolve reimbursement issues as identified; collaborate with the Provider Relations Section for provider-related concerns
  • Monitor emerging trends in acute care reimbursement, evaluate for applicability in Indiana, provide recommendations to the Section Director and OMPP leadership
  • Identify opportunities for training stakeholders on acute care reimbursement; work with Section Director to implement training/knowledge sharing activities
  • Assist with the monitoring of the State's fiscal agent for compliance with federal and state regulations related to reimbursement methodology; review and evaluate change requests for acute care reimbursement changes in the State's Medicaid Management Information System
  • Communicate complex information to staff, contractors, agency administrators, and others within expected guidelines and established time frames 
  • Assist and own other projects in support of the agency’s mission as assigned by supervisor, division executives, and agency leadership.

What We're Looking for:

Bachelor's degree in a healthcare-related field, policy analysis, public administration or similar with at least 3 years experience in healthcare required. Masters or Graduate Degree prefered.

  • Extensive knowledge of source material and references; including federal and state laws governing Indiana Health Coverage Programs and acute care reimbursement
  • Proven ability to research, compile and present complex topics
  • Ability to manage multiple projects simultaneously and prioritize assignments
  • Strong leadership and creative problem-solving skills
  • Ability to communicate effectively orally and in writing with a variety of audiences
  • Ability to interpret and analyze technical and legal material and translate to actionable implementation plans
  • Ability to use standard computer word processing, spreadsheet and database programs for research and analysis
  • Proven ability to build collaborative relationships with peers, subordinates, vendors and other stakeholders
Supervisory Responsibilities/Direct Reports:
This role provides direct supervision for one or more staff members.
