Role Overview:
The Accounting Supervisor serves as the senior staff member in charge of day-to-day Accounting Operations for the Indiana Department of Transportation (INDOT). Responsible for having an in depth understanding of the General Ledger (GL) and Asset Management (AM) procedures and their respective PeopleSoft Financials (PS-Fin) Modules, as well as having a general understanding of all other PS-Fin Modules, i.e. Budget, Procurement, etc. Assist the Accounting Manager in ensuring that PS-Fin has accurate and complete financial transactions posted to produce accurate financial reports. Responsible for ensuring that financial reports to be used by the Federal Highway Agency (FHWA), State Comptroller’s Office (COMP), Indiana Finance Authority (IFA) and senior INDOT management are prepared in accordance with Generally Accepted Accounting Principles (GAAP) as set by the Government Accounting Standards Board (GASB). Failure to ensure accurate and auditable financial data could result in the loss of federal funding (which for FY 202 was over $2B) and could result in State Board of Accounts (SBOA) audit findings in the Annual Comprehensive Financial Report (ACFR). In addition, the Agency’s Executive and Senior staff rely on reports prepared/reviewed by this position to manage the Agency’s financial decisions and priorities. In addition, this position serves as the agency’s subject matter expert for PS-Fin and Accounting Policies. Finally, employee will assist in the analysis of completed Local Participation Agreements (LPA) and process the resulting issuance of invoices/payments to balance Local Projects.
Salary:
This position traditionally starts at an annual salary of $59,800.00. Salary for this position may be commensurate with education and job experience.

This position is located in INDOT’s Central Office, Indianapolis.
A Day in the Life:
The essential functions of this role are as follows:
• Oversee and review all financial reports submitted to AOS to ensure compliance with GAAP as set by GASB requirements and standards.
• Ensure INDOTs compliance with new GASB standards in conjunction with the Government Accounting Standards Program Director.
• Apply accounting technical knowledge on how the changes in INDOT’s business practices will impact INDOT’s financial reporting.
• Utilize technical knowledge to develop reports and processes needed to manage INDOT’s increased revenue sources.
• Prepare required Financial Statements and/or reports for FHWA, IFA, SBOA or INDOT senior management.
• Supervise payroll data being integrated from PeopleSoft Human Resource (PS-HR) to PS-Fin and reconcile balances on a bi-weekly basis.
• Supervise maintenance of the AM Module as it relates to GAAP and AOS policies. Run required reports as needed and make corrections in AM to ensure accurate reporting. Coordinate annual asset physical inventory with AM Lead.
• Assist the Accounting Manager in overseeing AM, Project Attributes, and GL concerns and correct improper accounting treatment
• Participate in the testing of all PS-Fin/PS-HR upgrades and patches to ensure that problems and concerns are identified and resolved prior to implementation.
• Conduct special audits and perform other duties as assigned by the Accounting Manager.
• Review and approve the monthly reconciliation of the Department’s Special Disbursement Officer checking account.
• Review and approve monthly reconciliation of the Land Acquisition checking account.
• Review and approve all direct journal deposits, asset disposals, asset adjustments, and asset additions.
• Approve and enter all high-volume refund requests. Generate accurate file to send to AP for AOS processing of refund checks.
• Review and approve all zero- dollar report of collection requests. Verify chart fields being used are valid.
• Assist the Senior Financial Analyst and Accounting Manager with processing Local Public Agency project closeouts.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
You must meet the following requirements to be considered for employment:
• Bachelor’s degree in Accounting, Finance or equivalent.
• Certified Government Financial Manger (CGFM) or Certified Public Accountant certification preferred.
• Extensive knowledge of Governmental Accounting/Financial Reporting Standards and GAAP as set by GASB requirements and standards
• Specialized knowledge of procedural and legislative controls as they affect the Department of Transportation, the Auditor of State, and other State Agencies
• Practical working knowledge and ability necessary to interpret and understand information furnished by the Auditor of State and State Board of Accounts
• Specialized knowledge of new developments in the accounting field and the ability to adapt accordingly to work procedures.
• Ability to recommend and establishment of effective accounting procedures and policies for use by the Department
• Broad knowledge of and the ability to apply good communication and human relation skills in effective performance of oversight responsibilities
• General knowledge of agency organization and functions
• Ability to review and analyze financial transactions in PeopleSoft/Encompass to determine discrepancies and make corrections;
• Ability to create and evaluate complex reports via PeopleSoft/Encompass;
• Considerable knowledge Ability to recommend solutions to solve problems.
• Strong verbal and written skills
• Ability to prepare complex reports for Financial Reporting
