Salary:

 

This position traditionally starts at an annual salary of $53,222.  Salary for this position may be commensurate with education and job experience.

Role Overview:

 

The Account Manager supports and assists one or more Controllers in the Division of Finance in the fiscal management of assigned customer service lines.   This includes the maintenance of the ledger system which provides important financial information to the CFO, Director of Accounting, Assistant Superintendents, and Directors.  The Account Manager’s work reflects the agency’s  Vision, as well as the Mission and objectives of the Finance Division and, in particular, the mission of the Accounting Section.

 

A Day in the Life:

 

  • Analyze and interpret financial statements and reports, including reporting and tracking sub-recipient cash management, expenditures, and audits. 
  • Advise the Controller on the status of assigned accounts including tracking and updating ledgers.
  • Control the flow of funds including paperwork preparation, school corporation payment notifications, and cash maintenance. 
  • Prepare revenue reports and handle grant fund returns.
  • Assist the controller with budget preparation and reports.
  • Complete FFATA submission for the assigned accounts.
  • Interact with state and federal auditors.
  • Assist with developing fiscal program policies.
  • Assist with preparing agency or program area budget requests.
  • Complete Personnel Activity Reports and semi-annual certifications in compliance with Federal regulations.  PARS reports must be accurate and error-free and submitted to the Supervisor by the close of business on the last Friday of each pay period.  Semi-annual certifications are to be signed by the employee and returned to the supervisor.
  • Review and reconcile Title I final expenditure reports.
  • Track maintenance of effort (MOE) provisions annually for each of the title programs, work with school finance to verify reported expenditures, and notify the LEAs and program staff of LEAs that do not meet MOE.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work.

What You'll Need for Success:

 

  • Bachelor's Degree in Accounting (or related field) or 6 years experience in state government accounting.
  • Extensive knowledge of:
    • Theories, principles, and practices of governmental accounting, budgeting, and auditing.
    • Fund accounting and grant reconciliation
    • Agency organization and function
    • Federal and state accounting and bookkeeping laws, policies, and procedures
  • Specialized knowledge of PeopleSoft.
  • Ability to:
    • Prepare budgets.
    • Develop effective work relationships.
    • Prepare and interpret complex financial statements and reports.
    • Reconcile discrepancies between accounts.
    • Solve relatively complex accounting and budgeting problems.
  • Knowledge of federal and state laws, policies, Financial Management Circulars, and guidelines specific to the incumbent’s area of funding and/or program(s).

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
