About the Job:

The Appeals Laboratory Supervisor is responsible for technical guidance in the preparation and analysis of various types of tests related to HMA Materials.  This includes direction and supervision of appeals laboratory staff, checking of test data, calculations and computer input of data, and calibration and maintenance of laboratory equipment.  This position also functions as a fully qualified laboratory technician conducting the necessary tests and tasks associated with the accredited laboratory.

A Day in the Life:

•    Supports a strong management culture by coaching and mentoring team members.
•    Work with Construction and Materials technical staff to create and provide training to staff members.
•    Responsible for assembling project team and assigning individual responsibilities.
•    Understands project objectives and role of each team members.
•    Supervises Appeal Laboratories.
•    Works with team to ensure testing standard, safety, and project scope compliance.
•    Prepares reports and analysis to manage risk and recommend necessary adjustments.
•    Presents project status and prepares recommendations for improving the project workflow.
•    May delegate low-level project tasks to assigned team member.
•    Responsible for ensuring the Laboratories compliance with all AASHTO, ASTM, Indiana Test Method, Directives, and other established standards, as well as all applicable laboratory and workplace safety standards.
•    Completes the scope of work while ensuring INDOT’s quality, financial, risk management and policy expectations are met.
•    Responsible for overall work progress and technical performance on project.
•    Performs other related duties as required.

What You'll Need for Success:

  • A minimum of 4 years of Laboratory testing experience is required.
  • Experience in developing and leading project teams.
  • Personal Proficiency – State of Indiana competencies required to successfully manage projects.
  • Interpersonal Skills and Communications – Attention to communication by ensuring that information is shared to internal and external stakeholders. Ensures information is presented and communicated in a clear and concise manner.
  • Project Planning and Controls – Project scope and schedule is defined and managed consistent with the project development process.
  • Financial Management – Establishes and manages project budget with understanding of all financial implications/issues.
  • Change Management – Minimizes and consistently manages changes to the scope of the project.
  • Risk Management – Manages project uncertainly and applies resources to minimize, monitor and/or control risks.
  • Testing Standards – Advanced knowledge of AASHTO, ASTM, and Indiana Test Methods.
  • Safety Standards – Advanced knowledge of laboratory safety standards, including working with hazardous materials.
  • Supervisory Skills – Ability to manage a large team and keep the team focused on the goals of the agency.
  • Facility Management – Ability to manage multiple laboratories to ensure accurate and timely test results while staying on-budget.
  • Training Skills – Ability to train others and develop training documents and tools to ensure consistent testing takes place in the labs.
  • Site Manager – Working knowledge of INDOT data management software such as Site Manager
