This position is typically filled at a salary of $39,884.00 annually.

About the Job:

This position assists with the coordination of utilities and railroad relocation documents in the Real Estate section of the Department Capital Program Management Division. Incumbent ensures that projects are constructed in conformance with design plans and specifications. 

A Day in the Life:

  • Identifies utilities through various avenues such as 811
  • Follows Rule 105, sending notifications and plans to all affected utility companies
  • Prepares utility agreements/relocation permits
  • Requests utility relocation plans, and schedules for relocation
  • Processes payments for utility and railroad reimbursements by requesting requisitions and purchase orders
  • Processes invoices for utility and railroad reimbursements
  • Sends plans to utility companies and monitors LPA projects
  • Participates in the selection, scoping, RR identification and diagnostics of isolated railroad projects
  • Reviews plans for rail involvement and sends plans to railroads
  • Requests and reviews RRFA and requests or secures funding
  • Prepares railroad agreements and authorizes railroad construction
  • Utilizes management information systems as they relate to the delivery of the project, including MIP, LRS, Chronolog, PeopleSoft, UT/RR Log, Outlook, Microsoft, and PSCS
  • Tracks and files documents of ongoing projects
  • Conducts District-wide railroad inspections upon request
  • Monitors LPA projects
  • Inspects standard projects to ensure contractor compliance
  • Inspects projects upon request
  • Assists in the review of highway and bridge plans, contracts and cost estimates for technical accuracy
  • Confers with a higher-level engineer or transportation technician to gain assistance to resolve unusual problems
  • Responds to outside inquiries and customer service requests on design issues (e.g., utilities and railroads)
  • Attends meetings and seminars as necessary
  • Meets with local government officials, utilities, railroads, and property owners to provide information regarding projects
  • Operates a state vehicle to attend field reviews

What You'll Need for Success:

  • High School or equivalent
  • Minimum of two (2) years governmental transportation experience
  • Must possess valid Indiana driver’s license
  • Extensive knowledge of civil engineering technology and OSHA safety practices
  • Considerable knowledge of highway statutory, departmental, and administrative laws, rules, and regulations
  • Basic knowledge of the various methods that are utilized in the acquisition of land and associated properties
  • Working knowledge of safety practices pertaining to use of maintenance tools and equipment
  • Skill in the use of computer, CADD and drafting equipment
  • Ability to analyze data and prepare concise and informative reports from such data
  • Ability to use statistical analysis
  • Ability to comprehend and interpret plans and specifications to conduct standard inspections or design standard plans
  • Ability to cooperate with coworkers on group projects
  • Ability to handle routine and sensitive contacts tactfully with public government officials and property owners concerning assigned projects/plans
  • Ability to apply principles to solve problems involving few variables within familiar context
  • Ability to read and understand simple sentences with common vocabulary and to read technical documents

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
