This position is located in the Greenfield District. 

 

 

 

 

 

About the Job:

As an Engineer Assistant for the Greenfield District you are  responsible for data collection, reconciliation, and implementation of the Outdoor Advertising Control (OAC) program within the
District. You will also oversee complex right-of-way permit projects in a manner that balances economic development with transportation infrastructure protection.  Your responsibilities include coordination with Central Office, other Districts, and other INDOT divisions to implement policies and procedures for Permits and other programs impacting outdoor advertising (OA) and major permit projects. You will serve as the lead for the District in ensuring that applicable Federal and State laws and regulations, as well as INDOT policies and procedures, are followed. 

The position reports directly to the Greenfield District Permit Manager

A Day in the Life:

 

  • Facilitates proper coordination with multiple INDOT programs, in a collaborative environment, to review and issue complex right-of-way permits in a timely manner.
  • Develops familiarity with zoning requirements and resources of all localities within the District.
  • Coordinates and assists with the evaluation and disposition of OA signs involved in INDOT construction projects, coordinating with INDOT Real Estate, Utilities, and Project Managers.
  • Documents updates, corrections, violations, and other issues in the Electronic Permitting System (EPS) relating to OA and complex right-of-way permits.
  • Serves as the District lead on procedural information and technical applications relating to- OA and complex right-of-way permits.
  • Responds to inquiries from department personnel and the general public pertaining to permit processes.
  • Coordinates and leads pre-construction meetings for all complex right-of-way permit projects.
  • Performs on-site construction inspection by reviewing construction activities by interpreting road or bridge plans for all major or complex right-of-way permit projects.
  • Prepares progress reports, providing communication with contractors to ensure procedures comply with Indiana Department of Transportation (INDOT) standards and specification.
  • Manages any field changes/deviations requested from the approved plan for complex right-of-way permit projects by working with the appropriate asset engineer to determine if the changes are acceptable.
  • Performs interim compliance checks and final inspections of approved permitted work on OA and complex right-of-way permit projects to ensure conformity with approved plans.
  • Receives, reviews, and approves as-built plans submitted from applicants related to complex right-of-way permits.
  • Drafts correspondence and performs follow-up, both informational and legal, for OAC compliance issues including, but not limited to: Missing permit plates, permit downgrades, permit  revocation, illegal/non-permitted signs.
  • Evaluates permitting and related procedures, identifying issues in furtherance of continuous process improvement.
  • Coordinates and manages special projects that impact District permits.
  • As required, serves as a subject matter expert representing the State of Indiana in appeals cases.
  • Participate in snow/ice removal activities.
  • Performs other duties as assigned

What You'll Need for Success:

 

• High School Diploma or equivalent.
• Two (2) years of experience with INDOT or related transportation work (or sub, training as
equal experience).
• Knowledge/ability to understand and interpret Federal and State rules and regulations, INDOT policies, and construction standards.
• Excellent interpersonal skills.
• Broad knowledge in agency’s mission, program, and administrative policies and standards.
• Broad knowledge of accepted construction practices, procedures, and precedents.
• Strong organizational skills; ability to handle multiple projects, prioritize workload, and meet deadlines; in many cases concurrently.
• Customer-focused, with a strong sense of urgency/accountability and able to provide assistance, resolve problems, develop collaborative solutions, and satisfy expectations.
• Ability to function effectively under potentially stressful situations, working with various personalities/stakeholders and conforming to changing demands and responsibilities.
• Effective communication skills, both oral and written.
• Valid Driver’s License.
• Valid Commercial Driver's License (CDL), or ability to obtain a CDL within 90 days.
• During winter weather events, availability to timely report for snow/ice removal activities.

 

The staff person for this position must be a graduate of INDOT’s Certified Technician Program, or become certified within the first six months of hire.

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
