Role Overview: 

This position is a liaison between INDOT and all Local Public Agencies (LPA- City, Town and County Governments) and Metropolitan Planning Organizations (MPOs) and ensures proper and prompt entry of the project programming information into Project Management System (SPMS) regarding the general programming of the project, the funding program, letting dates, etc.  Additionally in this role you will review for consistency between the project funding programs, the Transportation Improvement Plan (TIP), and the Statewide Transportation Improvement Plan (STIP) and performs follow-up to ensure proper information.   In addition, this position requests Federal Authorization of all Federal Funds through FMIS in PSCS/CapWise for each phase and monitors the request to completion of the Purchase Order.  Reviews and scores applications that were determined eligible for federal aid.

 

Salary

This position traditionally starts at an annual salary of $53,222.00. Salary for this position may be commensurate with education and job experience. 

 

Location

This position is located in INDOT’s Greenfield District.

 

A Day in the Life:

The essential functions of this role are as follows:

  • Requests INDOT/LPA contracts upon receipt of correct documents from LPA
  • Initial Point of Contact for the LPAs/MPOs.  Answer questions and provides guidance and directions on all project funding, schedule questions.  This position must make split second decisions and must be able to communicate effective with Government Officials and MPOs on numerous issues with procedures/funding/contracts etc., at a fast pace
  • Coordinate and facilitate Early Coordination Meetings/Scope of Work meetings
  • Work with MPO’s to verify accuracy of their TIPs and verify accuracy of programming in SPMS
  • Track the submission of Quarterly Reports for each project, and that a QR is submitted until all PO’s have been closed on the project
  • Review the submitted Quarterly Reports and update SPMS accordingly; letting date and funds, and estimate
  • Schedules and attends the Quarterly Review meetings for each project and be prepared to discuss their project to keep them on time and on budget
  • Attend meetings with the MPO to ensure TIP / STIP accuracy and for Quarterly Reviews
  • Review, ensure DBE goal was completed, and post Request for Proposals (RFP)
  • Give Past Performance Scores
  • Review and approve the LPA Selection Review Checklist
  • Track the review of the LPA Consultant Contract Review Checklist and notify LPA they should initiate execution of the LPA Consultant Contract
  • Track the execution of the LPA Consultant Contract for each phase and ensure INDOT has a copy of the executed contract

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

  • Extensive knowledge of all source materials and references including federal and state laws governing the programs.

  • Ability to communicate orally and in writing.
  • The ability to apply general rules to specific problems to produce answers that make sense.
  • Ability to work effectively with a wide variety of stakeholders.
  • Working knowledge of accounting and budget principles.
  • Ability to delegate work, set clear direction, and manage workflow.
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.

Difficulty of Work:

This is a very fast paced position that requires decision-making skills, communication skills and the ability to problem solve.  This position is responsible for programming, authorizing funds and making sure that all federal and state laws are followed as it relates to project development.    This position is responsible to ensure all projects meet state and federal requirements.
