Summary/Objective:

Serves as the Special Projects Engineer for the District Technical Services Department.  Incumbent is responsible for special projects assigned by the Technical Services Director which may include dealing customers, locals, and politicians.  Stands in as the Technical Services Director when necessary due to absence or other conflicts.  This position oversees the District Permit section and Damage to State Property coordinator. Incumbent works closely with the District Technical Services Director, Central Office Geotechnical Department, the District System Asset Manager, and the District Pavement Engineer to set, manage and coordinate the road slide projects in the District. Incumbent is responsible for overseeing the ADA program which includes providing ADA curb ramp projects for the ADA placeholder.    This position supports the DDC in attending MPO meetings. Lead on road relinquishments for the district. Incumbent approves oversize/overweight permits for the District.  Assists on lawsuits in obtaining necessary documentation from the other departments. This position reports directly to the District Technical Services Director.  The Special Projects Engineer works with all Divisions within the District as necessary.

Essential Job Responsibilities:

The essential functions of this role are as follows:

  • Oversees the District Permit Department in Technical Services Department;
  • Attends political or sensitive permit meetings with the Permit Manager and Permit Investigator to represent the District;
  • Manages the District Damage to State Property coordinator;
  • Lead on Title VI/ADA for the District;
  • Provides prioritized list of ADA curb ramps to the Capital Program Department;
  • Responds to CO Title VI/ADA coordinator on ADA complaints;
  • Prepares all necessary documentation for Road Slide projects for the Roadway Call;
  • Retains an updated list of slide locations for the district;
  • Coordinates with Central Office Geotechnical and Slide contractor on the Maintenance on-call slide contract;
  • Lead on district road relinquishments which includes coordinating with locals, central office, finance, and the DDC on the relinquishment;
  • Updates Central Office on relinquishment progress and payments;
  • Attends MPO meetings for the DDC which includes sitting in as the representative on the CAC and TAC committees;
  • Approves Oversized/Overweight permits for the District;
  • Responsible for disseminating lawsuit questions to other departments and collecting information for Customer Services and/or State lawyers;
  • Stands in as Technical Services Director when requested;
  • Attends training sessions and conferences to learn new techniques & requirements;
  • Recommends process improvements as necessary. Responsible for keeping track of assigned projects and recommending solutions to problems;
  • Required to attend field checks, meetings, seminars and conferences as needed;
  • Required to do specialty projects or specific functions as directed by the Director of Technical Services;
  • Prepares responses to inquiries and complaints from citizens, legislators, the Governor’s office, other agencies, and other states;
  • May serve as an expert witness in law suits filed against the state;
  • Performs related work as required

Requirements:
  • Registered Professional Engineer, and preferred 5 years of experience in planning or transportation related positions
  • Ability to read and interpret technical documents;
  • Practical knowledge of construction and maintenance practices and methods obtained through field experience;
  • Knowledge of department policies, standards and specifications;
  • Ability to communicate both orally and in writing, and to follow oral and written instructions;
  • Basic computer skills and the ability to become proficient in new programs and databases;
  • Ability to perform basic calculations;
  • Must have valid Indiana driver’s license;
  • Broad knowledge, understanding, and application of the practices and methods in State Transportation.
Supervisory Responsibilities/Direct Reports:
This role provides direct supervision for one or more staff members.
