The Purchasing Administrator provides advanced administrative support in the purchase of commodities and services in accordance with policies and procedures established by the Indiana Department of Administration, Board of Accounts and State Auditor. This individual is responsible for processing commodities and services in a cost-effective manner and on a timely basis.  This role contributes to Procurement Objectives by serving as a liaison between the agency and vendor by providing a service to the agency and assisting vendors to enter into fair and open competition.  This individual reports to Purchasing Administrator Supervisor or Controller. 

Essential Job Responsibilities:

The essential functions of this role are as follows:

  • Reviews and/or prepares requisitions which includes modifying and writing technical specifications.
  • Gathers and maintains information on all types of supplies, equipment and services required by state agency.
  • Analyzes products for quality and price prior to purchase and advises and/or recommends to program divisions commodities/services based upon quality/quantity/cost.
  • Obtains price quotes and bids in accordance with state and agency policies and regulations; reviews for compliance with specifications.
  • Tabulates and analyzes bids to determine lowest and/or best bid; determines the method of processing purchase (split, group, establish Q.P.A.) based upon funds to be utilized, amount of bid and priority of purchase; recommends method of purchase and bid award.
  • Communicates with, and advises, vendors, other agencies and division/program directors on all matters pertinent to the agency purchasing program (problems, complaints, errors, discrepancies, defective items, change order requests).
  • Confers with accountants to verify the availability of funds and/or make recommendations concerning fund allocations.
  • Monitors service and rental agreements, making recommendations on termination, revision and/or renewal.
  • Coordinates the work of lower-level personnel and/or clerical staff in carrying out purchasing requirements of agency.

Preferred Experience:
  • Knowledge and skill typically acquired through a Baccalaureate degree in Business Administration or related area; related academic training plus comparable work experience or comparable work experience alone may substitute for the Baccalaureate degree where appropriate.
  • Extensive knowledge of Indiana Procurement Codes and standards and agency purchasing policies and practices.
  • Specialized knowledge of the techniques of specification writing in order to ensure accuracy and completeness of bid process.
  • Specialized knowledge of bookkeeping principles and practices related to the maintenance of accurate and systematic purchasing records.
  • Working knowledge of budget classification process, availability of funds and restrictions on such expenditures.
  • Working knowledge of the types, characteristics, supply sources and market factors of supplies, equipment and service.
  • Working knowledge of office methods and procedures.
  • Ability to prepare and process technical specifications, prepare invitations for bid proposals and analyze bid.
  • Ability to effectively communicate, verbally and in writing, with vendors, agency/division/program directors and representatives regarding purchasing process.
  • Ability to coordinate the work of lower-level professional personnel and clerical staff.

If this is an Intermittent position, the position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.
