About the Job

The Sub District Operations Manager serves the Sub-District Operations Manager within the Indiana Department of Transportation (INDOT). This role is responsible for the coordination of multiple work units performing general highway maintenance duties that keep INDOT assets in good working condition to ensure customer satisfaction. The manager ensures all individuals are properly trained and in compliance with all INDOT safety policies/procedures, plans, directs and coordinates the work of all sub district employees and advises management on technical considerations affecting policies, standards and methods. This position is responsible for the day-to-day operations of the district that has the largest public impact such as snow removal.

A Day in the Life

The essential functions of this role are as follows:

  • Sets priorities and ensures the most effective utilization of personnel, time and equipment for each task;
  • Responsible for coordination and response of INDOT personnel in emergency and snow and ice emergencies;
  • Responsible for public safety coordination with State Police, County and Municipal Officials during emergency and snow and ice emergencies;
  • Responsible for planning, tracking and meeting or exceeding operating budgets;
  • Advises the Highway Maintenance Director on methods, procedures, scheduling and equipment available, as well as purpose of job and long and short range programs that affect the work;
  • Oversees the maintenance of all state and federal highways and bridges;
  • Directs, plans and schedules maintenance activities within the sub-district;
  • Oversees staffing needs of the sub-district on a daily basis which includes developing and analyzing sub-district schedules that establish priorities between units and reflect the priorities of the District;
  • Inspects and reviews work being performed during and upon completion for compliance with standards and specifications;
  • Ensures the required equipment and materials are requisitioned;
  • Responsible for submitting an annual work plan that identifies all road needs including: identifying larger projects, projecting material requirements and needs for rental equipment.
  • Responsible for determining the necessary resources requirements based on the work plan submitted;
  • Prepares written requests regarding future personnel needs of the sub-district;
  • Oversees maintenance and security of sub-district buildings and grounds;
  • Responsible for ensuring that all new employees are trained on all functions as well as on safety;
  • Participates in the review and resolution of employee complaints and the grievance process;
  • Conducts annual job evaluations, counseling and discipline of employees and is responsible for the recommendation for hiring of all sub-district employees.

What We're Looking For
  • Must have thorough knowledge of highway maintenance/operations principles, practices, methods and techniques relative to maintenance and repair of highway;
  • Thorough knowledge and the ability to apply highway management principles and procedures as needed;
  • Specialized knowledge and application of highway standards and specifications, highway statutory, departmental and administrative rules and regulations;
  • Ability to provide leadership, direction for all sub-district employees;
  • Ability to effectively communicate with sub-district and district personnel as well as public officials and the general public both verbally and in written form;
  • Ability to facilitate execution of sub-district maintenance and operations work activities to meet district production goals and annual fiscal constraints;
  • Ability to understand and comprehend both written and verbal instructions dealing with management and operations of INDOT’s initiatives;
  • Ability to formulate sound management and fiscal recommendations and make appropriate decisions with consideration of potential impact on sub-district and department;
  • Ability to effectively prioritize a variety of projects/functions;
  • Ability to work independently;
  • Ability to motivate subordinates to accomplish department goals and initiatives.

This position is typically filled at a salary of $47,476.00 annually. Pay commensurate on experience. Internal employees are subject to the promotion and demotion policies.
